Role description

Under general direction of the Senior Systems Information Applications Engineer, this position is involved in all areas of analysis including design, configuration, testing and upgrades of OnBase Hyland application software.  The incumbent provides technical leadership and direction and assumes technical responsibility for completion of major programming projects that include enterprise workflow, correspondence, forms, and online applications systems. The incumbent should be passionate about using technology to improve day to day operations of staff and external users and must enjoy working in team environments with their work integrating with colleague's technical solutions on other software applications.

ROLE DESCRIPTION

The following list of essential job duties is an example of expected job duties, but it is not intended to be an exhaustive list. Duties include:

  • Works with peers, and other IT colleagues and vendors to gather requirements, assess needs, investigate options, and recommend appropriate solutions utilizing OnBase.
  • Manages and supports the Department’s OnBase document content management system, setup user department wide access, roles, and security, managing errors and issues reported by users.
  • Setups the document retention and purging of documents.
  • Manages the development of OnBase workflow and work view solutions, unity scripts and API calls.
  • Develops interfaces between OnBase and other applications using Hyland’s Unity toolkit, external database links, API/web services and/or custom integration applications to link enterprise applications with OnBase solutions, achieving a seamless user experience.
  • Designs and implements recommended solutions, includes developing and configuring specific back-end elements and front-end features; utilizing usable web presence with JavaScript, HTML/HTML5, CSS coding and Microsoft SQL scripting to validate, store, retrieve, and manipulate data from back-end SQL database.
  • Performs peer design and implementation reviews.
  • Stays current on upcoming features/upgrades/trends and evaluate and implement them as appropriate to keep the system current and optimized and work with vendor to handle application upgrades and implement complex document management solutions.
  • Develops, endorses, and enforces guidelines and standards for product usage and solution development.
  • Participates in project team meetings, user meetings and meetings with vendor/consultants.
  • Ensures that technical activities and projects are completed by the deadline, in an efficient manner consistent with defined business and technical requirements AND
  • Performs other related duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

EDUCATION

An associate degree in computer science or closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field]. AND

EXPERIENCE

Five (5) years of experience in applications or software programming or development. AND

SPECIAL CONDITIONS:

  • Current Hyland OnBase Certified Workview Developer (OCWV) AND
  • Current Hyland OnBase Certified API Developer (OCAPI)

The above minimum qualifications reflect special conditions associated with the position(s) to be filled.  They may differ from the standard minimum qualifications associated with this class code.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units or forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

DESIRABLE QUALIFICATIONS

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Three (3) Years’ experience in OnBase Development Experience, Workflow Experience and System Administration Experience on OnBase 17 and higher
  • OnBase Certified System Administrator  (OCSA)
  • OnBase Certified Workflow Administrator (OCWA).
  • Web page development and troubleshooting using HTML, CSS, C#.NET & Java/J2EE. Knowledge of MS SQL

Selection Procedures
The selection procedure will include evaluation of the application packet in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates.

Minimum Qualification Supplemental Questionnaire (MQSQ) (Weight: Qualifying): Candidates will be prompted to complete a Minimum Qualifications Supplemental Questionnaire as part of the online employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications for this position. Applicants must also complete the official application. It is essential that applicants provide complete information in identifying their education, experience and training. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation/Supplemental Questionnaire (SQ) (Weight: 100%):

The SQ will be sent via email to those qualified candidates who demonstrate they meet the minimum qualifications. The SQ is designed to measure knowledge, skills and/or abilities in job-related areas that have been identified as critical for satisfactory performance in this position, including but not limited to: advanced knowledge of Hyland OnBase, version 17 or later releases, knowledge and experience in OnBase configuration, integration, and development of advanced workflow and work view applications; Experience in OnBase Document import process, scan queue configuration, document retention and purging, reporting dashboards, Hyland mobile and iPad access, workflow and WorkView; Experience in support, management, configuration, and upgrade of OnBase system, deploying OnBase on web and unity client, and Unity form design; advanced experience and knowledge of OnBase Unity scripting, OnBase API calls and integration with OnBase REST/API Web services.

Candidates will be required to submit the completed SQ via email in the time frame indicated and responses on the SQ cannot be changed once submitted. The SQ's will be rated and scored by a panel of Subject Matter Experts. A passing score must be achieved on the SQ in order to be placed/ranked on the Eligible List.

What else should I know?

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

Eligible List Duration: The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

Certification: Certification rule for the eligible list resulting from this examination will be Rule of the Seven (7) Scores.

Upon approval of the Human Resource Director (see Civil Service Rule 111A.26.5), the eligible list/score report resulting from this announcement may be used by other departments that also use this classification or a similar classification.
