About:

Appointment Type:  Permanent-Exempt.  This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents serve at the discretion of the Appointing Officer.  Duration of appointment is 36 months.

Role description

The Project Manager I (PM I) will support the Airfield Program Manager to successfully deliver $148.5M capital improvement projects for Runway 1L-19R, Taxiways Delta, Tango, Alpha, Bravo.

This position will assist the Program Manager in oversight and management for all aspects of the projects from programming, design, construction, and closeout.  This position will provide schedule and budget oversight, communication of Airport requirements to the project teams, coordination of the Airport Stakeholder teams during all phases of the project, and communication of project status and issues to Airport Management.

The essential functions of this classification include, but are not limited to, the following:

  • Manage project scope, schedule, and budget.
  • Define the project needs, assess the conditions of all existing pavement and lighting, and identify feasible alternatives to address project needs.
  • Confirm and document the purpose, objectives and needs of the project and confirm the needs would fulfill SFO’s Operations and Maintenance and/or FAA (Federal Aviation Administration) goals and objectives.
  • Determine the level of environmental review necessary for the project and assist the Environmental Staff in preparation of required approvals and permits.
  • Determine construction impacts and identify viable alternatives and mitigations to minimize delays to passenger and cargo flight operations.
  • Develop 100% construction documents (plans and specifications) for the project.
  • Provide support to Contracts Procurement team for bidding, award process, and contracting.
  • Provide support to Grants Development team for planning, application, award process, reporting and closeout.
  • Provide construction management support to facilitate project construction.
  • Perform other related duties as assigned.

How to qualify

Bachelor's Degree in architecture, engineering or planning plus four years of responsible architectural, engineering or construction management experience, OR

A Bachelor's Degree in another field plus six years of responsible experience in a field directly related to the project, OR

Eight years of architectural, engineering, or construction management experience in a field directly related to the project, OR

California registration as professional engineer or architect.

One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications:

Any of the stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

  • Experience on Federal (FAA or DOT) or State (DOT) grant-funded capital projects
  • Experience managing horizontal construction (eg. roads, highways, airfields) projects

Selection Procedures:

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
