This is a Permanent Exempt appointment not to exceed three (3) years. However, appointees would have an opportunity to reapply for an additional term. This position is exempt from Civil Service Commission rules pursuant to the City and County of San Francisco, Charter Section 10.104, and incumbents are considered “at will” and serve at the discretion of the Appointing Officer.  This is a full time, 40 hours per week appointment.

The current position is located at the San Francisco Department of Emergency Management (DEM) in the Urban Areas Security Initiative (UASI) Division.  DEM manages disaster preparation, mitigation, and response; 9-1-1 dispatch, and homeland security grants distribution for the City and County of San Francisco. DEM was created in 2006 by local legislation that reorganized the Emergency Communications Department and the Office of Emergency Services into a single agency. The UASI division improves regional capacity to prevent, protect against, respond to, and recover from terrorist incidents and catastrophic events. UASI utilizes federal homeland security grant funds to analyze regional risks, identify capability gaps, and build a secure, prepared and resilient region. Role description

Under the direction, Grants Management and Compliance Accountant is responsible for developing and coordinating the application of new and revised accounting policies and procedures related to the Urban Areas Security Initiative (UASI); analyzing operational needs related to accounting and financially-oriented computer systems and developing and supervising the implementation of such systems for improved methodologies to achieve and maintain grant compliance;  overseeing compliance with Generally Accepted Accounting Principles (GAAP) and other grant provisions to ensure grant accounting requirements are met; maintaining regular contact with City and County of San Francisco departmental staff and managers, as well as representatives of other Bay Area local agencies to ensure grant compliance; and assisting in the coordination of grant sub-recipient agencies to achieve grant program goals and objectives.  Functions also include overseeing, coordinating, and responding to all types of audit and site reviews, and evaluating grant accounting work for full compliance to the grant requirements. Essential functions include:

  • Develops and coordinates the application of new and revised accounting policies and procedures related to the UASI.
  • Maintains regular contact with City and County of San Francisco departmental staff and managers; as well as representatives of other Bay Area local agencies for ensuring compliance with grant accounting requirements.
  • Assists in the coordination of grant sub-recipient agencies to achieve grant program goals and objectives.
  • Analyzes operational needs related to accounting and financially-oriented computer systems and develops and supervises the implementation of such systems for implementing methodologies to achieve and maintain grant compliance.
  • Oversees, coordinates, and responds to federal, state, and local single audit investigations.
  • Requests, assigns, supervises, and evaluates staff grant accounting work related to grant budget preparation, purchasing activities, payroll analysis, grants receivables, and accounts payables in accordance with Generally Accepted Accounting Principles (GAAP).
  • Performs other related duties and responsibilities as assigned.

Schedule/Hours: Typically, Monday - Friday from 8 am - 5 pm. May include occasional weekend, evening, holidays, and on-call hours based on needs of the department. Telecommuting may be available at the discretion of DEM management pursuant to the City's Telecommute Policy.

How to qualify

1. Possession of a baccalaureate degree from an accredited college or university, preferably with major course work in accounting, finance, business administration or a closely related field. Such education must include at least eighteen (18) semester units or twenty-four (24) quarter units of coursework in accounting; AND

Six (6) years of professional accounting experience which includes analysis or problem solving. Experience must include: Working with automated financial system (preferably a government system), performing difficult and responsible accounting and reporting work, preparing financial records, reports, and financial statements, in compliance with General Accepted Accounting Principles. Experience must include two (2) years of verifiable experience supervising subordinate staff. OR

2. City and County of San Francisco Employees with six (6) years of professional accounting experience including experience as a 1652 Accounting II or 1654 Accountant III. Experience must include two (2) years of verifiable experience supervising subordinate staff.

Substitution:

A Master’s degree in accounting, business administration, computer information systems, public policy, or a closely related field may be substituted for (1) one year of the six (6) required years of professional accounting experience.

Desirable Qualifications:

  • Two (2) years of experience working with the City and County of San Francisco's Peoplesoft accounting system.
  • Three (3) years of experience working with federal grants, especially Homeland Security Grants.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.  

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

SELECTION PROCEDURE:

Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates.  If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.
