The Workforce Development Division of the Office of Economic and Workforce Development (OEWD) coordinates the San Francisco Workforce Development System, which is a network of public, private and nonprofit service providers that serve San Francisco job seekers and employers. Role description

Appointment Type: Temporary-Exempt (TEX) Appointment. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. 

Role Description

The OEWD Workforce Innovation and Opportunity Act (WIOA) Policy Specialist (1822 Administrative Analyst) will be assigned to the Workforce Impact Unit to support WIOA planning, implementation, and compliance activities.

The Workforce Impact Unit sits within the Workforce Strategy team and supports the Workforce Division’s short- and long-term strategic planning, fund development, legislation and policy analysis, research and evaluation, policy body administration, and compliance functions.

The Workforce Innovation and Opportunity Act (WIOA) is a landmark legislation that is designed to strengthen and improve our nation’s public workforce system and help get Americans, including youth and those with significant barriers to employment, into high-quality jobs and careers and help employers hire and retain skilled workers.

The Workforce Innovation and Opportunity Act (WIOA) Policy Specialist will function as the primary program and policy compliance analyst for WIOA-funded programs of OEWD to ensure that WIOA policies, procedures, and operations are implemented to achieve program quality and outcomes to meet the objectives of WIOA and comply with all applicable federal and state laws, regulations, and policies.

The WIOA Policy Specialist will serve in a daily monitoring role of program applications and working with program managers on issue spotting and resolving issues. The analyst will also assist in making recommendations for program improvements resulting from program monitoring and may participate as a member of various workgroups. The analyst is expected to utilize a variety of analytical techniques to resolve problems, develop, and evaluate alternatives, and to accept increasing levels of responsibility. The analyst will also support the planning and implementation of other WIOA compliance activities, such as the administration of the Workforce Investment San Francisco board, WIOA strategic planning, WIOA directive development, and administration of the One-Stop Operator.

Essential Responsibilities

  • Track, review, and approve workforce development programs client application in OEWD’s data systems in accordance with applicable governmental mandates and regulations;
  • Ensure that workforce development client data is transmitted from OEWD’s data systems to the state in accordance with program requirements;
  • Support research and analysis of Local, State, and Federal workforce policies and legislation, especially with regards to Workforce Innovation and Opportunity Act (WIOA).
  • Analyze existing policies, procedures and work practices; analyze the effect of proposed and existing legislation, regulations and law on organizational policies and procedures; compile information and documentation in preparation for producing reports and/or drafts reports for management/administration; make recommendations to improve data accuracy and operational efficiency;
  • Develop materials, set agendas, provide executive support, and maintain records for quarterly convenings of the Workforce Investment San Francisco (WISF) Board and other WIOA policy bodies.
  • Coordinate with intra-office teams, such as the Impact, Policy, and Communication Team; Workforce Programs; and City Build.
  • Support WIOA compliance activities, including developing directives, WIOA strategic plans, and administration of the One-Stop Operator.
  • Assist with and help troubleshoot compliance and technical issues with non-profit agencies;
  • Assist with implementing EDD directives and U.S. Department of Labor training and guidance on program requirements and activities;
  • Prepare or assist in the preparation of a variety of management reports: compiles and evaluates information in preparation for writing report; presents background information and description of analytical standards;
  • Perform analysis for development of administrative, management, program, and organizational policies and procedures: consults with managers, administrators, and other staff to determine parameters for analysis and other background information;
  • As needed, respond to data requests relevant to WIOA implementation, OEWD’s Strategic Plans, and other projects.
  • Performs related duties as required.

How to qualify

Desirable Qualifications:

  • Willingness to learn new skills and grapple with ambiguity.
  • Excellent interpersonal, written, and verbal communication skills.
  • Knowledge of workforce and economic development practices, principles, and policies.
  • Knowledge of State and Federal workforce and economic development policies, especially with regards to the Workforce Innovation and Opportunity Act (WIOA), Department of Labor, and Equal Employment Opportunity Commission, or willingness to develop subject matter expertise.
  • Experience working in government and/or nonprofit settings in service of economically vulnerable and historically-disenfranchised clients.
  • Experience documenting organizational policies, procedures, and processes.
  • Experience with administering program evaluations and data collection, including data maintenance, data cleaning, data governance, ethical use of data, sourcing publicly available data sets, data visualization, and preparing reports and plans describing data.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Minimum Qualifications

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

Possession of a baccalaureate degree from an accredited college or university, and one (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

SUBSTITUTION:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
