About Us

The Residential Rent Stabilization and Arbitration Board, a department of the City and County of San Francisco, was created through Board of Supervisors’ Ordinance in June 1979 as emergency legislation to alleviate the City’s housing crisis. The Rent Board’s mission is to safeguard tenants from excessive rent increases and unjust evictions while assuring landlords fair and adequate rents. The Rent Board supports landlords and tenants by providing information and resources on the Rent Ordinance, and conducts rent arbitrations, mediations, and wrongful eviction investigations, and now maintains a housing inventory where owners of all residential units in San Francisco must report to obtain a license to increase rents. The department is currently undergoing the biggest period of growth and change in its history.

Appointment Type - This is a Permanent Exempt position. This position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer.

Role description

The Rent Board is actively recruiting an experienced, highly qualified Deputy Director. This position is appointed by and serves at the pleasure of the Executive Director.

The Deputy Director position is a unique opportunity. As a management partner to the Executive Director, the Deputy Director is part of the Rent Board’s Senior Staff management team and contributes to the planning, organization and administration of the Rent Board, including implementation of services, policies, and innovations. As a key member of the management team, the Deputy Director will facilitate strategic planning and communications. The Deputy will provide leadership to and oversee the operation of four departmental divisions, including the Public Information Unit, the Housing Inventory & Fee Unit, the Finance & Operations Unit, and the Clerical Unit, and will directly supervise 4 management and supervisorial staff, setting objectives and priorities for the positions. The Deputy serves as the Board Secretary of the 10-member Rent Board Commission and attends to the needs of the Commission while processing agency appeals. A true people person, the Deputy Director functions as the primary human resources contact for the department. The Deputy participates in departmental racial equity initiatives and in departmental budget planning with the Executive Director and Finance and Operations Manager.

Duties and Responsibilities:

  • Directs the development and implementation of timely departmental goals, policies, and strategic plans; manages the operations, allocation of resources and service levels of four Rent Board units to meet tenant, landlord, property owner, and other interested parties’ needs.
  • Monitors the organizational structure, staff assignments, service levels and administrative systems required to accomplish the Rent Board’s mission and objectives in an effective and efficient manner; directs the identification and analysis of opportunities for service enhancements.
  • Functions as the Rent Board Commission’s board secretary. In so doing, applies state and local legal requirements and parliamentary rules and procedures. Tends to all board business and coordinates and directs all agency appeals to the Board.
  • Mentors and develops a direct team of four (4) staff; manages work allocation, training, problem resolution, goal setting, employee staff development and performance appraisals.
  • Provides recommendations to management and together with the Rent Board’s DHR client services representative, handles all matters regarding human resources-related actions and policies, rules, laws, regulations, or standards to make and enforce decisions.
  • Participates in departmental budget preparation with the Executive Director and Operations and Finance Manager.
  • Participates in and establishes departmental racial equity initiatives and goals.
  • Consults with the Mayor/Mayor's staff, Board of Supervisors and Board of Supervisors staff, and other departments and coordinates with other City departments in addressing service needs; may represent the Department before or provide information to commissions, boards, committees and representatives from federal, state and local agencies, organizations, and the media. 
  • Performs other duties as required.

How to qualify

Minimum Qualifications

  • Education - Possession of a baccalaureate degree from an accredited college or university; AND
  • Experience - Four (4) years of progressively responsible managerial experience in finance, administration, management, or a related field, of which all experience must include supervising professional staff.
  • Education Substitution - May substitute up to 2 years of education (Bachelor’s degree), with additional years of experience.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

  • California state laws including Civil Code and Code of Civil Procedure, and general landlord-tenant law principles.
  • Various types of housing programs including public housing, Section 8, subsidized and affordable housing.
  • Modern management practices.
  • Functional expertise associated with the Rent Board’s mission.
