San Francisco Public Works (SFPW) is currently recruiting for a Capital Planning Manager (0923 Manager II).
Appointment Type: Temporary-Exempt (TEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer and not exceed 36 months.

Role description
Under the direction of the Finance Manager, as the Capital Planning Manager, you will be responsible for managing the annual Capital Improvement Program (CIP) development process and overseeing the implementation of the program after its approval. The Capital Planning Manager regularly serves as the division’s liaison with City stakeholders, external stakeholders, and governmental agencies (Caltrans, FHWA, MTC, CTA). Additionally, you will be responsible for administering functions related to the Public Works annual operating budget and assisting the Finance Manager, Executives, and Project Managers with analyzing data, producing reports, and monitoring the use of funds, as necessary.

The Capital Planning Manager has the following essential duties:
- Develops, implements, monitors, and modifies procedures and administrative monitoring practices for capital project development and operating budget functions;
- Coordinates the development of the annual capital budget submittal and the 10-year CIP;
- Lead grant procurement and capital funding efforts for Public Works’ infrastructure transportation, accessibility, and Right of way (ROW) projects. Prepare Public Works’ capital plan and budget for transportation and ROW programs.
- Coordinate with staff in related city agencies, Capital Planning, and the Mayor’s Office, as needed. Work with project staff and accountants to ensure the timely use of funds, manage expenditures to ensure compliance with funding restrictions, and prepare necessary reports.
- Working with stakeholders to secure long-term funding for street resurfacing. Provide research and analysis to support funding for this and other capital needs, including the ADA transition plan.
- Develop financial analysis of Public Works capital programs. Work with the Capital Planning Program to communicate funding and scheduling needs of our capital programs.
- Work with MTA and other City departments to identify opportunities to coordinate safety enhancement work with DPW capital transportation and ROW projects.
- Monitor federal, state, and local transportation legislation and proposals. Advise Executive Managers and Director on advocacy strategies in response to legislation or transportation planning and programming policy impacting Public Works.
- Working collaboratively with governmental agencies, such as Caltrans or the County Transportation Authority (CTA), to obtain grant funds for other funding sources for projects.
- Assist with the management of the budget submissions for Public Works Operating Bureaus by analyzing prior year expenditures, aligning the budget with Department goals, objectives, and programs; making recommendations to Bureau management based on the analyses; and developing budget line-item narratives to justify requests.
- Analyzes budget monitoring and financial reporting, and provide managers with expenditures and revenue snapshots and trends including practical options for potential cost overruns and budget balancing.
- Planning, organizing and directing the overall management, direction, and oversight of the Capital Planning section; plans, develops, and implements section policies and procedures, and administers staff functions to ensure departmental goals and objectives are achieved
- Oversees the creation of capital project reports and their administration to ensure projects are funded in accordance with rules, and delivered on time and on budget
- Perform additional duties as assigned.
How to qualify
MINIMUM QUALIFICATIONS:
Education:
Possession of a baccalaureate degree from an accredited college or university in Business Administration, Economics, Finance, Urban Planning, Urban Studies, Public Policy, Public Administration or a closely related field;
AND
Experience:
Three (3) years of increasingly responsible professional level budget and analytical experience in a governmental or large organization with 35 or more personnel.
Substitution: Additional qualifying experience may be substituted for up to 2 years of the required education. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30-semester units/45 quarter units.
Notes:
- One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

DESIRABLE QUALIFICATIONS:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience performing complex revenue and expenditure reporting, forecasting, and historical trend analysis for a governmental agency and capital projects;
- Experience with developing cash flows for capital projects;
- Experience related to governmental budget and fund accounting practices;
- Experience with PeopleSoft Financials and other computer systems used for capital projects;
- Experience facilitating the implementation of large financial systems;
- Experience related to managing and reporting capital projects;
- Experience working with large capital projects with multiple funding sources;
- Understanding of the City and County of San Francisco capital planning and funding process.
