The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health.

The pool resulting from this recruitment may be used to fill future 2322 Nurse Manager positions for the next six months.

Shift: Varied. Days, evening, nights, weekends and/or holiday shifts may be required, depending on position.

Role description

Under the supervision of the Intensive Services Director, the Nurse Manager supervises the delivery and evaluation of nursing care and the care environment in Special Programs for Youth settings. The essential job functions include the following:

Essential duties:

  • Responsible for the overall supervision, planning, assignment, direction and monitoring of all aspects of the Nursing Services at Special Programs for Youth. 
  • Participates in SF Department of Public Health committees related to aspects of care, organizational development/integration and system priorities and benchmarks; 
  • Works closely with the CYF System of Care Intensive Services, SPY management and AIM HIGHER to ensure team-based care and smooth delivery of physical health services for juvenile justice involved youth;
  • Coordinates ongoing dialogue with patients and families with lived experience, other community stakeholders, and program leaders to inform service delivery in clinical settings; 
  • Responsible for all nursing and medical support staff; certifies staff for performing clinical procedures; verifies validity of licensure; ensures compliance with body substance precautions and other infection control guidelines; counsels staff on performance expectations and discrepancies and promotes personal and environmental safety; 
  • Assesses the need for staff training; provides supervision and coaching to build systems capacity for integrated, team-based, and family-focused physical and behavioral healthcare; 
  • Evaluates client care through direct observations, regular staff meetings and chart review; 
  • Articulates, teaches, interprets and enforces general and community health policies, protocols, procedures and services; 
  • Oversees the review of clinical records to ensure accuracy and comprehensiveness of documentation; 
  • Participates in the development, implementation, and evaluation of policies and procedures, organizational and practice standards and quality improvement in accordance with regulatory requirements; 
  • Gathers, reviews, analyzes, and organizes data/reports/records to monitor quality of care and makes recommendations for programmatic changes as needed; 
  • Applies knowledge and understanding of evidence-informed interventions to support whole person and family care that addresses trauma and other related physical and behavioral health problems; supports implementation of these practices; 
  • Provides information to improve critical system processes such as treatment access, engagement, appropriateness, effectiveness, and clinical program standards; encourages continuity of care within and across community, detention-based, and residential treatment settings; 
  • Determines need/justification for staffing levels, equipment, and services, including oversight of medical/office supplies ;
  • Has oversight of all aspects of lab monitoring, specimen handling, vaccine procurement, administration and disposal.
  • Has ongoing communication with CareKinesis  for Medication ordering, accounting, storing and disposal.
  • Identifies, investigates, documents, and addresses problems, unusual occurrences, complaints, grievances and/or concerns regarding staff behavior and functions; takes corrective action and/or makes recommendations; 
  • May provide direct patient care services when there is insufficient nursing services present to carry daily operations;    

The 2322 Nurse Manager performs other related duties as assigned.

How to qualify

  1. LICENSE: Possession of a valid, including temporary or interim, California Registered Nurse License issued by the Board of Registered Nursing (BRN); AND
  2. EDUCATION: Possession of a baccalaureate degree from an accredited college and/or university in Nursing, Nursing Administration or a closely related field; AND
  3. EXPERIENCE: Two (2) years (equivalent to 4,000 hours) of experience as a Psychiatric Registered Nurse in a community mental health setting or a general acute care hospital.

SUBSTITUTIONS:
Two (2) years (equivalent to 4,000 hours) of additional experience as an Assistant Nurse Manager/Charge Nurse in a general acute care hospital (a hospital which provides 24-hour inpatient care, including the following basic services: Medical, Nursing, Surgical, Anesthesia, Laboratory, Radiology, Pharmacy and Dietary Services) or in an ambulatory clinical setting, may be substituted for the educational requirement.

Desirable Qualification:

  • Registered Nurse Experience in Primary Care and/or Psychiatric Nursing Units.

  2. Note on Electronic Health Record (EHR): The Department of Public Health (DPH) is implementing a unified Electronic Health Record (EHR) system and DPH employees must demonstrate competency in the use of the system that is appropriate for their classification as a condition of employment.  
  3. Personal Protective Equipment (PPE): Some positions in the Department of Public Health will require the use of personal protective equipment (PPE), including but not limited to gloves, gowns, eye and face protection, and face-fitting respirators. The requirement for the use of PPE may come on short or no notice. Facial hair or any condition that interferes with a face-fitting respirator’s seal (i.e. comes between the sealing surfaces of the respirator and the wearer’s bare skin) is not permitted when face-fitting respirators are worn, including during initial or periodic respirator fit-testing. Employees who choose not to shave and do not have either American Disabilities Act (ADA) or Equal Employment Opportunity (EEO) Accommodations do not have the right to alternate work assignments or the option of using a loose-fitting Powered Air Purifying Respirator (PAPR) in place of a Face Fitting Respirator.
