The Office of the Treasurer & Tax Collector serves as the banker, tax collector, collection agent, and investment officer for the City and County of San Francisco. As the entity responsible for safeguarding the City’s money, the Office uses this expertise and authority to assist San Francisco residents through award-winning programs and initiatives that help low-income families build economic security and mobility.

SECTION DESCRIPTION:
The Senior Policy Analyst will report to the Chief of Policy and Communications, and work within the Policy and Communications team. They will partner closely with the Director of the Office of Financial Empowerment and the Chief Assistant Treasurer who leads the Banking and Investments units.
Policy and Communications leads the communications, policy, legislative strategy and strategic initiatives of the Office of the Treasurer & Tax Collector.
The Office of Financial Empowerment is a convener, innovator, and advocate that leverages City Hall's power to strengthen economic security and mobility for low-income families who live, work, or receive San Francisco services. For more, see www.sfofe.org.
The Treasury & Banking Services team manages day-to-day banking functions (deposits, disbursements, digital payments) for the City & County and oversees cash and investment totaling over $15 billion.
Role description
The Senior Policy Analyst will lead financial access and inclusion policy and research initiatives for the Office of the Treasurer & Tax Collector, with a focus on community reinvestment, guaranteed income, child savings accounts, consumer financial protection, banking and lending services and products, and markets affecting economically vulnerable populations.
This position will report to the Chief of Policy and Communications and will work closely with the Director of the Office of Financial Empowerment and the Chief Assistant Treasurer to build on more than a decade of groundbreaking policy work as highlighted in reports on student loan debt, public banking, guaranteed income, and how ChexSystems contributes to systemic financial exclusion.
A successful candidate will have deep expertise in financial empowerment, banking, or related policy areas, and thrive while executing multiple time sensitive projects with high levels of accountability and discretion. The position requires strong communication and writing skills, a collaborative approach to research and coalition building, and excellent project management skills.
ESSENTIAL DUTIES:
- Serve as the in-house subject matter expert for policy matters related to financial access and inclusion;
- Lead the implementation of Socially Responsible Banking agreements with contracted financial services companies and banks;
- Research, prepare, and edit documents for publication, including hearing materials, community presentations, policy memos, and reports;
- Maintain relationships with stakeholders (Federal, State, and local governments, advocates, and non-profits organizations) and monitor developments and advise the team about emerging issues of interest;
- Establish a deep understanding of the policy priorities of TTX and work with elected officials, government agencies and community members to create and ensure passage of policies that advance the goals of the Department and the people and businesses we serve;
- Support development of key partnerships including business, philanthropic and regional governments;
- Provide thought partnership and research support on development and implementation of pilot projects and new programs that advance financial access and inclusion;
- Serve as representative on relevant convening bodies as assigned
How to qualify
Minimum Qualifications:
1. Possession of a graduate degree (Master's degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
A. Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
B. Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824
