What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.
Role description
The Manager of Scattered Site Housing Programs leads the Department's Scattered Site Housing Subsidy Programs team, including the Permanent Supportive Housing (PSH) Flexible Housing Subsidy Pool, Rapid Rehousing subsidies, Housing Ladder subsidies and some federally funded Housing Choice Voucher programs.
The Manager of Scattered Site Housing Programs provides supervision, support and vision for Program Managers and Program Analysts in their work to implement significant expansions to scattered site housing programs through a Racial Justice and Housing Justice approach. This position is responsible for leading a team by engaging myriad internal HSH stakeholders and external colleagues to steward interdepartmental City partnerships to ensure that tenants in the scattered site housing programs are well supported through a range of services funded by HSH and other City departments. The Manager of Scatter Site Housing Programs reports to the Director of Housing.
Essential duties include but are not limited to:
Collaboration with colleagues at HSH and nonprofit partners
- Works collaboratively with other members of the housing team to help develop strategy and program implementation for the Housing Division;
- Design innovative financial forecasting and pricing models for scattered site housing programs for the HSH Leadership Team to review during the City’s annual budget process and for the Our City Our Home committee which provides oversight for Prop C funds;
- Collaborate with members of the Coordinated Entry, Contracts, Budget and Finance, Communications and Legislative Affairs, Planning, Performance, and Strategy, and other internal HSH colleagues to coordinate in the preparation to design and launch new scattered site housing programs;
- Partner closely with community based organizations funded by HSH to implement the range of scattered site housing programs and propose innovative and systemic solutions to emerging issues to ensure parity in service delivery across all programs;
- Provides oversight of ongoing program administration activities; including procurement, reports, budgets, work plans, monitoring, staff recruitment, communications, and administrative responsibilities to support ongoing and new initiatives;
- Creates procurement documents including Solicitations of Information (SOI) and Request for Proposals (RFP) in collaboration with the Contracts and Budget teams at HSH;
- Conducts negotiations with contractors in regard to new and existing program grant agreements and contracts;
- Creates and implements strategy for program planning, operating, staffing, and organization structure for scattered site programs. Works closely with the leadership teams to strengthen programing and streamline processes across programs; and
- Develops Annual Performance Plans for staff who are supervised by the Scattered Site Housing Program Manager based on HSH’s Strategic Plan, operational needs, and necessary job-related skills.
Ensure Compliance with Local, State, and Federal Requirements
- Adheres to all requirements in the administration of scattered site housing programs that are funded through a range of sources, including: City general funds and Prop C, state funding sources, and those funded by U.S. Department of Housing and Urban Development’s Continuum of Care (CoC) and Emergency Solutions Grants (ESG) programs;
- Accountable for the completion of required reports for scattered site housing programs funded by the California Emergency Solutions and Housing (CESH) grants awarded by the California Department of Housing and Community Development, Annual Performance Reports and the Consolidated Annual Performance Evaluation Report (CAPER) for programs funded by HUD’s CoC and ESG programs, respectively; and
- Supports Rapid Rehousing programs funded by HUD’s CoC and ESG programs with their ongoing compliance with requirements.
Program Implementation & Policy Design
- Manages existing and implement new population-specific Rapid Rehousing, Housing Ladder, and Flexible Housing Subsidy Pool programs for unhoused youth, families, and adults;
- Conducts research on innovative housing solutions to make program and policy recommendations based on HSH’s Strategic Plan;
- Supervises and supports team members with stewarding collaborative, professional, and dynamic relationships with nonprofit partners who are funded to implement scattered site housing programs funded by HSH;
- Provides vision and strategy to the development of program policies and procedures which shall be tailored to equitably meet the needs of tenants serviced through the scattered site housing portfolio and simultaneously maintain a parity in service;
- Compiles data and conducts in-depth analyses to evaluate scattered site housing programs to make recommendations for process improvements; and
- Creates pathways for people with lived experience to influence policies and procedures related to new and existing programs.

How to qualify
EDUCATION: Possession of a Bachelor’s degree from an accredited college or university; AND
EXPERIENCE: Five (5) years of professional experience in homelessness and/or supportive housing.
SUBSTITUTION:
- Additional qualifying experience may substitute for the degree requirement on a year-for-year basis for up to two (2) years. One year (2000 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units.
- Possession of a Master’s degree (or advanced graduate degree) in social work, psychology, public health, business administration, public administration, non-profit management, or a closely related field may substitute for one year of experience.
DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Two (2) years of supervisory experience.
- Experience with homeless families, single adults, seniors, and transitional aged youth, or other marginalized populations.
- Knowledge of different housing models, including permanent supportive housing.
- Academic degree specializing in social work, psychology, public health, business administration, public administration, non-profit management, or a closely related field.

Selection Procedures

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Supervisory Test Battery (STB) (Weight: 50%): Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but not be limited to: Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. A passing score must be achieved on the Supervisory Test Battery in order to continue in the selection process.
This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review.
Scores attained on the Supervisory Test Battery will be valid and "banked" for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.
Training and Experience Evaluation (Weight: 50%): Candidates who pass the Supervisory Test Battery will be sent a Supplemental Questionnaire that must be completed by the set date. Candidates will be evaluated on their relevant knowledge, skill and ability levels in job-related areas which may include but not be limited to: budgeting, project management, knowledge of relevant laws and regulations, financial forecasting, etc. A passing score must be achieved on the Supplemental Questionnaire in order to be placed/ranked on the Eligible List.
Tuberculosis Screening: Prior to appointment, applicants may be required to take a tuberculosis (TB) screening test.

Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
