About:
The roots of the San Francisco Human Rights Commission (HRC) go back to 1964, when the modern day civil rights movement manifested in San Francisco through demonstrations against hotels, supermarkets, drive-in theaters, and automobile showrooms that discriminated against African Americans. In early 1964, Mayor John F. Shelley appointed an interim committee on human relations, which subsequently recommended to the Board of Supervisors that a permanent Human Rights Commission be established.
Today, the Human Rights Commission advocates for human and civil rights, and works in service of the City’s anti-discrimination laws to further racial solidarity, equity, and healing. For over 60 years, HRC has grown in response to San Francisco’s mandate to address the causes of and problems resulting from prejudice, intolerance, bigotry, and discrimination through the following work:
- Advocating for human and civil rights
- Investigating and mediating discrimination complaints
- Resolving community disputes and issues involving individual or systemic illegal discrimination
- Providing technical assistance, information, and referrals to individuals, community groups, businesses and government agencies related to human rights and social services.
Role description
The Opportunities For All (OFA) Initiative provides access to career exploration and workforce development, focusing on equity through workforce connection, support, job resources, career training, and apprenticeship for participants ages 13 to 24.
Under the general supervision of the OFA Director, this position supports the Opportunities for All (OFA) Initiative.
The Payroll Administrator (PA) works to ensure, manage and track programmatic quality and compliance with various performance and funding requirements connected to OFA Initiative.
The PA oversees and performs duties requiring a high degree of independent judgment on the tasks of developing and managing database systems, surveys and data collection and strengthening community partnerships focused on youth development.
The projects and activities assigned to this position provide new and expanded services to children, youth, disconnected transitional age youth (TAY) and their families.
The PA also supports the department’s planning activities connected to partnerships with the Office of Economic and Workforce Development (“OEWD”), Department of Children youth and their Families (“DCYF”), San Francisco Unified School District (“SFUSD”) and the Japanese Community Youth Council (“JCYC”) - Employer of Record).
Duties
- Supports the OFA Intern Application Process
- Maintain and supports Data entry via Salesforce, Google Drive and departmental requests
- Maintain and supports Payroll records via Salesforce and Google Drive
- Coordinate with Employer of Record to develop technical assistance plans focused on payroll tracking, delivery and documentation collection
- Supports OFA Salesforce database, forms, and email templates. Maintains the platform, particularly relating to timesheets and payroll.
- Closes-out Intern profiles upon completion of Internship
- Supports Intern Placements
- Supports Fellows interview process
- Supports Salesforce cleanup, monitoring and CSV data exports and imports
- Activates and schedules the flow called "Scheduled Timesheet Creation" on the appropriate schedule when needed
- Activates and schedules the flow called "Timesheet Verification Emails" on the appropriate schedule when needed
- Assists in review, processing, and monitoring of contracts, and contract certification processes
- Maintains contract files, and other contract documents and certificates, and monitors validity of documents
- Additional SF Human Rights Commission duties, as assigned
How to qualify
Minimum Qualifications
1. Possession of a baccalaureate degree from an accredited college or university; AND one (1) year of professional experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration; OR
2. Possession of a baccalaureate degree from an accredited college or university in accounting, finance, public or business administration, economics, urban studies, public policy or a related field
SUBSTITUTION: May substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2,000 hours) of additional qualifying experience will be considered equivalent to 30 semester/45 quarter units
Desirable Qualifications
- Advanced experience with payroll processing software (ADP)
- Intermediate to advanced experience with Salesforce
- Advanced experience with Google Drive
- Strong ability to work with, communicate with and relate with an array of stakeholders from youth to service providers to parents to elected officials to administrators.
- Comprehensive knowledge of youth development, principles, and practices; and youth organizations throughout San Francisco.
- Experience interacting effectively with San Francisco's diverse communities.
- Excellent writing and communication skills.
- Knowledge of effective practices in data collection and payroll services and strong understanding of shared systems between government agencies and community-based organizations.

Exempt employment
