Position Description:

Several companies are currently testing automated vehicles (AVs) on San Francisco streets with commercial services beginning to be offered, and San Francisco is among a small group of cities now witnessing what could be transformative changes in future transportation options. The City is excited about the potential for AVs to improve street safety and increase mobility options. However, AV deployment could also have unintended negative consequences if local, state and federal policies do not establish appropriate guardrails for their deployment. 

This position is part of a team that leads automated vehicle (AV) related policy and planning efforts for the Office of Innovation within the Planning Sub-division of the SFMTA Streets Division and reports to the Senior Manager for Automated Driving Policy. The primary focus of this position is to work with SFMTA and city staff, industry representatives, policymakers, and regulators to maximize the extent to which AVs support City transportation goals and policies, including, the Transit First, Vision Zero, climate action, equity, and accessibility goals. This position will develop Agency policy recommendations, including potential legislation and regulations, and may develop programs and pilots that support both industry and city goals.  

Examples of Important and Essential Duties:

  • Leads the development of policy recommendations affecting AV deployment in San Francisco.
  • In consultation with the SFMTA Government Affairs team, follows legislative and regulatory developments, analyzes proposed legislation and regulations, develops SFMTA’s responses, and builds support for advancing City priorities.
  • Evaluates and analyzes information and data about AV industry developments and operations, and provides regular updates and briefings to SFMTA and City stakeholders.
  • Spots issues calling for interdepartmental cooperation and convenes SFMTA and city department working groups.
  • Researches best practices and consults academic, non-profit, government, and industry experts. 
  • Convenes and consults with a range of city staff from the SFMTA, Mayor’s Office and other city departments to evaluate existing or expected impacts of AV deployment and develop approaches for optimizing alignment with City policy goals.
  • Develops and leads presentations to city staff, senior managers and executive level decision makers, stakeholder groups and policy bodies.
  • Analyzes complex quantitative and qualitative information to support recommendations.
  • Writes presentations, reports and other materials.
  • Develops and manages relationships with diverse stakeholders and engages with community organizations.
  • May supervise the work of staff or contractors.
  • Performs other related duties as assigned.

How to qualify

Minimum Qualifications:

Possession of a baccalaureate degree from an accredited college or university and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: 

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Desirable Qualifications:

The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience working for, or with, city, state or federal governments.
  • Demonstrated knowledge of public policy development and implementation.
  • Experience with policy analysis and development.
  • A high level of autonomy and strong self-management skills.
  • Excellent communication skills, including the ability to communicate with diverse audiences.
  • Demonstrated experience presenting to policy boards, stakeholder groups, or in other public settings.
  • Experience with interagency coordination and community involvement efforts.
  • Demonstrated ability to collaborate, build consensus, and gather support from multiple stakeholders, including community groups, underserved or marginalized communities.
  • Relevant experience with autonomous vehicle technology, operations, regulation and/or research, or other emerging or regulated mobility services or technologies.
  • Relevant experience in Urban Planning, Transportation Engineering, Public Policy, or similar fields.
