About:

The San Francisco Department of Public Health’s Information Technology Department is the technology services provider within Public Health, delivering technology infrastructure and services to approximately 10,000 users within the organization to help support over 100,000 patients annually.

This is a Permanent Civil Service career opportunity for an Epic OnBase IS Business Analyst who will join the EHR Maintenance & Support Team to help design, develop, implement, maintain, optimize and support DPH's unified electronic health record solution.

Role description

Duties Include

  • To support the design, implementation, support and optimization of the Epic enterprise Electronic Health Record (EHR) for the San Francisco Department of Public Health
  • To support the design, implementation, support and optimization of other assigned applications.
  • To collect information from departments, clinicians, health workers, vendors, and internal and external customers regarding electronic system development, implementation, issues, recommendations and utilization of best practices
  • As a member of a multi-disciplinary team, translate functional requirements into application build
  • Communicate effectively both orally and in writing with a diverse set of clients; establish and maintain good working relations with department personnel, staff, vendors, peers and management
  • Maintains all system configuration and build parameters for application modules
  • Use logic and analysis to solve computer and application module problems
  • Exercise judgment, decisiveness and creativity in an environment subject to frequent change
  • Research, analyze, and develop proposed solutions for regulatory requirements
  • Prepare test plans, documentation and training materials; work with venders to prepare technical specifications and scopes of work
  • Prioritize competing requests for services
  • Application module optimization in conjunction with stakeholders
  • Project management of small projects
  • Manage critical timelines effectively
  • Manage communication between applications
  • Application/module implementation and testing
  • Clearly document work and adhere to change control procedures
  • Maintains and updates Service Now, Sherlock, Orion, Nova, or other Epic build trackers or Epic project plans

How to qualify

  • Education
    • An associate degree in computer science or a closely related field from an accredited college or university
      OR
    • Its equivalent in terms of total course credits/units
      • At least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely related field
  • Experience
    • One (1) year* in the information systems field, including technical support, content management, administration of network applications or system analysis
      *One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment
  • Education Substitution
    • Additional experience as described above may substitute for the required degree on a year-for-year* basis (up to a maximum of two (2) years)
      • One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field

Selection Procedures

Eligible List/Score Report
An examination score report will be published online for applicants to view rankings, final scores, and the number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. A confidential list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. Certification
The certification rule for the eligible list resulting from this examination will be the Rule of Seven Scores. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
