San Francisco Public Works (SF Public Works) currently has an open position for the role of Computer Application Analyst (1051) to join our Information Technology Unit.

Information Technology
Our team designs, programs, operates, and maintains all department-wide automated information systems and equipment. Services include process analysis and planning; software development, configuration, and implementation; network and hardware installation; technology operations; help desk and security; and software support and system compliance functions.

Appointment Type: Temporary Provisional (TPV). This is not a permanent appointment. A provisional appointee must participate and be successful in a Civil Service examination for this classification and be selected through an open competitive process in order to be considered for permanent appointment. Provisional appointments may not exceed three (3) years.

Role description

Under general guidance and direction, as Computer Application Analyst, you will assist in the various stages of the systems development cycle, which may include analysis of cost-benefits, feasibility, telecommunications, structured systems, and design.  You will perform technology and software assessments, participate in project planning, management, assessment, and administration. Your work projects may be comprised of system installations, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation.

Important, and Essential Duties:
The duties you'll perform will include but are not limited to the following:

  • Identify opportunities for improving business processes through automation.
  • Assist in the preparation of proposals to develop new systems.
  • Assist in the analysis of user needs and requirements; research and evaluate the software.
  • Assist in conducting systems analysis and programming activities for moderately complex systems; document new and modified systems and programs.
  • Participate in the development of new applications; may test software to ensure compatibility.
  • Assist in the design of new and/or revised systems and programs, and in the coordination of integration into existing systems and procedures.
  • May perform testing necessary to debug new and revised programs.
  • Prepare procedures documentation; generate reports and statistics; design tables; update databases; prepare flow charts and other graphic presentations.
  • Assist in the provision of user training; prepare instruction and technical manuals.
  • Provide technical assistance to users; develop solutions for software and hardware problems and conduct feasibility studies.
  • Coordinate with users and outside vendors, when necessary, to respond to service requests, train end users on system functionality, and implement solutions.
  • Monitor systems to ensure adequate performance and maintenance; analyze and recommend enhancements.
  • Participate in computer users or related committees meetings.

How to qualify

Minimum Qualifications:

Education:
An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Substitution:
Experience in the information systems field, including technical support, content management, administration of network applications or system analysis may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Desirable QualificationsThe stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Possession of a Business Analysis Certificate from an accredited program.
  • Experience with the ability to translate technical concepts and terminology in terms understandable to system users.
  • Experience with an Assets Management /Work order management system.
  • Experience with system training and user support for field workers
  • Familiarity with the Agile Development methodology and Software Development Life Cycle (SDLC).
  • Familiarity with EAM/CMMS, PowerBI, and/or other reporting tools related to a solution.

The selection process will include an evaluation of applications in relation to minimum requirements. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will move forward in the recruitment process.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Applicants who meet the minimum qualifications are not guaranteed advancement through all of the steps in the selection procedure.
