Under general direction from the Human Services Agency Budget Director, the 0923 Financial Forecasting Manager is the lead in the development of the financial forecast for the Agency’s $1 billion annual budget.
This position oversees a functional area that distills key information from a vast array of complex data sources to produce accurate financial projections which enable the agency to proactively maximize its budgeted resources. These projections require an in-depth understanding of the complex financial structure of a County Welfare Agency that leverages various state, federal, and local fund sources and relies on different methods for allocating costs and generating revenue across multiple program areas. The Forecasting Manager supports Administration, Finance, and Budget leadership in the strategic management of Agency financial resources.
Essential Duties and Functions
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.
1. Coordinate, compile, and present quarterly forecast reports for external reporting and strategic management of the Agency’s budget resources.
2. Define (and when necessary, redefine) the fundamental issues impacting the forecast; examine and appropriately factor in political, legal, and operational issues into the projections.
3. Determine the major revenues and expenditure categories (and amend as new programming demands) and which forecasting methods are most appropriate for each program/expense/revenue area.
4. Set team goals, develop a timeline for forecast work, and build collaboration across intradepartmental groups contributing information for the forecast.
5. Assist the executive team in the formulation of overall strategic direction and make recommendations based on findings from the forecast.
6. Evaluate current and future financial conditions to assess how they will affect demand for HSA services and the availability of external resources.
7. Participate in the annual and ongoing budget development and management processes.
8. Become familiar with other longer-term planning efforts of the organization or other organizations that impact financial decisions and the fiscal environment. Such plans might include comprehensive development and/or capital improvement programs.
9. Maintain and evaluate the accuracy forecasting tools, including the Agency’s complex simulated claims model, using various sources such as financial system data; county operating and aid claim reports; and regulatory notification letters from state and federal entities.
10. Establish protocols for documenting all information for future reference, so the financial forecasting process has some basis to start from at the beginning of each cycle.
11. Construct frameworks and reporting tools for intradepartmental staff to utilize when compiling financial data to ensure consistent, sound methods are used and documented for future reference.
12. Coach, train, and support the professional development of forecasting staff.
How to qualify
Possession of a baccalaureate degree from an accredited college or university in the field of public policy, public administration, business, finance, operational research, statistics, economics, or a closely related field; AND
Four (4) years of professional experience in a public agency or non-profit organization in one or more of the areas key to the financial forecasting function (e.g., expenditure and revenue forecasting; budget development and/or management; grant/revenue analysis and/or claiming; and quantitative analysis of programs).
Applicants may substitute up to two (2) years of the required education with additional qualifying experience as described above. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring:
1. Supervisory experience working with professional-level employees
2. Experience analyzing and presenting visualizations of financial and budget system data using Excel, Power BI, or other similar functioning software.
3. Familiarity with county welfare programs, finance structures, regulations, and data sources.

Supplemental Questionnaire Evaluation (WEIGHT = 100%)
Candidates MUST achieve a passing score on the supplemental questionnaire evaluation in order to move forward in the Selection process. Candidate scores from the Supplemental Questionnaire Evaluation Exam will be used to determine the final score and rank on the eligible list/score report.
The Supplemental Questionnaire Evaluation Exam is designed to measure and evaluate your experience including but not limited to knowledge of administrative and management principles and practices; ability to exercise independent judgment knowledge of budget management/development, quantitative analysis, and forecasting, analytic models; social services financing and cost allocation models skills, and abilities that you possess in job-related areas identified as critical for successful performance for this position (s) in class 0923 Manager II. It is important that the information provided in the Supplemental Questionnaire Evaluation be accurate and complete.
All relevant experience, education and/or training must be in the application in order to be reviewed in the rating process.
A passing score must be achieved on the Supplemental Questionnaire Evaluation examination in order to continue in the selection process.

Minimum Qualification Supplemental Questionnaire (MQSQ)
Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Eligible List/Score Report
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months and may be extended with the approval of the Human Resources Director.
