    Role description

    The Human Resource Services, Employee & Labor Relations Division seeks an experienced Senior Employee & Labor Relations Partner to perform advanced journey level professional duties in areas of employee relations, labor relations, general personnel administration, special projects, and performs other related duties as required. Under general direction of the Employee & Labor Relations Division Manager, the Senior Employee & Labor Relations Partner exercises independence providing advice, consultation and information to departmental managers, supervisors and employees regarding personnel policies and procedures; interpreting provisions of the Employee Relations Ordinance and various labor contracts; participating in City-wide labor negotiations; providing training to managers, preparing correspondence, reports, and memos; gathering, preparing, compiling, reviewing and maintaining important personnel information reports and records.

    Ideal Candidate:

    The Senior Employee & Labor Relations Partner is a key asset to the Human Resource Services, Employee & Labor Relations Division team and assists all levels of the organization to support employee & labor relations activities that require a variety of skills at the journey level.  As the Senior Employee & Labor Relations Partner, you will:

    • Provide advice, consultation and information to departmental managers, supervisors and employees regarding personnel policies and procedures.
    • Interpret and administer provisions of the Employee Relations Ordinance and other relevant memoranda of understandings (MOU), and assist with implementing pay provisions of arbitration awards, mediated and grievance settlements.
    • Meet and confer/consult with employee organizations and respond and negotiate resolutions to grievances and enforce MOUs to ensure consistent departmental compliance with provisions.
    • Respond to requests for salary and wage adjustments (special pay requests such as appointment above the entrance rate, supervisory differential adjustment, acting assignment pay, etc).
    • Prepare correspondence, reports, and memos and make presentations to boards and commissions.
    • Implement, interpret, explain, and enforce existing City and SFPUC policies, methods and procedures relating to employee & labor relations matters.
    • Consult on annual performance appraisals, probationary appraisals, performance improvement plans, as applicable.
    • Participate as a member of a bargaining team during labor contract negotiations in the City-wide collective bargaining process.
    • Conduct disciplinary hearings, investigate and respond to complaints and misconduct, and monitor appropriate use of FMLA.
    • Gather, prepare, compile, review and maintain important personnel information reports and records.
    • Can develop and maintain a good professional working relationship with a variety of stakeholders throughout the organization.
    • Thrive in a fast-paced and dynamic environment and can effectively address daily issues involving leave, worker’s compensation matters.
    • Can communicate and interact with others on complex matters and resolve matters both orally and in writing.
    • Can work in a team environment that fosters collaboration and encourages innovation.
    • Perform other functions outlined in the 1244 job classification.

    How to qualify

    Education: Possession of a baccalaureate degree from an accredited college or university.

    Experience: Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

    Special Condition: One (1) year of  labor relations experience.


    Education Substitution - Additional qualifying work experience as a professional human re-sources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).

    Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Pro-gram may substitute for one (1) year of required professional experience.

    Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.
