Role description
Under general supervision, performs skilled plumbing work in the alteration, repair and maintenance of water, sewer and other plumbing systems; and performs related duties as required. Requires responsibility for: following established plumbing methods and procedures. Nature of work involves: considerable physical effort and intermittent exposure to working conditions which may produce minor cuts, bruises, and abrasions; somewhat unpleasant physical and working surroundings, such as lack of adequate ventilation, cramped quarters and toxic conditions.
The essential functions of this classification include, but are not limited to, the following:
- Performs plumbing duties in connection with a wide variety of building alterations, maintenance and repair projects and other appurtenant and miscellaneous structures; installs, alters, replaces and repairs plumbing, such as water, sewage and drainage systems.
- Cuts, bends, assembles and installs various pipes, fittings and fixtures for water, sanitary, drainage, heating, gas and other plumbing systems which involve the performance of hand, bench and maintenance plumbing tasks,
- Installs, alters, repairs or replaces all plumbing fixtures.
- Threads, reams, assembles, caulks, solders and welds various pipes and component parts.
- Installs, alters and repairs valves, fittings and other plumbing parts and equipment, including such items as hot water boilers, sterilizers, steam tables, sinks, thermal control apparatus, sprinkler heads, hydrants and service pipes.
- Repairs and installs new water and drainage lines and waste and sewage pipes.
- Checks plumbing fixtures for leaks and other defects; opens and cleans clogged drains, pipes and traps.
- Advises on selection, ordering and storing of plumbing supplies and equipment.
- Maintains simple working records and reports.
How to qualify
Education:
Completion of the recognized Apprenticeship of the United Association of Journeymen and Apprentices of the Plumbing and Pipefitting Industry of the United States and Canada – City and County of San Francisco General Plumber Apprenticeship program in class 7465/7466.
License and Certification:
Possession of a valid California driver’s license.
Substitution:
Completion of a recognized five (5) year plumber’s apprenticeship program and three (3) years of journey-level experience as a journeyman plumber may be substituted for the completion of the City and County of San Francisco General Plumber Apprenticeship. Additional qualifying journey level experience may be substituted for the required plumbing apprenticeship on a year-for-year basis.
Notes:
- Some positions require work in jail environment.
- Positions at the San Francisco Public Utilities Commission Department may be required to perform skilled plumbing on fixtures in treatment plants, pumping stations, and laboratories. Incumbents may also work in hazardous conditions, sensitive environmental areas, confined spaces and high security areas.

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
Written Standardized Examination (Weight: 100%)
Candidates meeting the minimum qualifications will be invited to participate in a multiple choice written examination. The written examination is designed to assess candidate's knowledge, skills, and/or abilities in job-related areas for the 7347 classification which may include, but are not limited to: knowledge of practices, methods, tools and materials of the plumbing trade; applicable sanitary and safety codes and ordinances; occupational, hazards and the techniques of safety precautions; ability and skill to interpret and work from blueprints, sketches and drawings; plan and lay out details of work; work well with others; estimate materials and labor costs for plumbing jobs; use of the tools, materials and equipment of the plumbing trade.
Only those applicants who meet the minimum qualifications will be notified of the exact date, time, and location of the written examination.
Candidates must achieve a passing score on the written examination in order to be ranked in the eligible list score report.
This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.
Note: Applicants who meet the minimum qualifications are not guaranteed advancement through all the steps in the selection procedure.
Transportation Security Administration (TSA) Security Clearance
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
Customs Clearance
Candidates for employment with San Francisco International Airport require that the incumbent be qualified for unescorted access to the San Francisco Airport U.S. Customs Security Area. An application for a U.S. Customs Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
Medical Examination
Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.
TWIC Card
Candidates for employment with the San Francisco Port Commission are required to be qualified for unescorted access to the Port’s Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check, immigration check and terrorist threat assessment, including FBI fingerprints, in order to determine eligibility for security clearance. The incumbent must submit an application for, successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card, a requirement for this position, may be basis for termination from employment with the Port Commission. Note: TWIC requirements and procedures are located in the U.S. Code of Federal Regulations, 49 U.S.C. 114, 40113, and 49 U.S.C. 5103a.
What else should I know?
SFMTA Medical Examination/Drug Testing: Candidates who are being considered for appointment may be required to pass a medical examination. Candidates who cannot meet the medical requirement will be placed under waiver until this requirement is met. The medical examination will be administered only to those applicants who are being considered for appointment. The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7345 Electrician is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.
In addition, each applicant who has worked for a Department of Transportation (DOT) – regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from their prior employers concerning their drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. SFMTA will not hire any applicant for a safety-sensitive position who fails to provide this information or fails to provide written consent for the release of information from prior employers.
Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 12 months, and may be extended with the approval of the Human Resources Director.
