Role description

Fill Type: Temporary Provisional (TPV) appointee must participate and be successful in a Civil Service Examination process for this classification and be selected through an open competitive process in order to be considered for a permanent appointment. Provisional appointments may not exceed three (3) years. 

Under direction, the Senior Human Resources Analyst performs advanced journey-level professional duties in the areas of employee and labor relations, EEO, ADA, leave of absence management, performance management, general personnel administration, and special projects for the District Attorney's Office. Essential duties of the position include:

  • Provides accurate, and timely advice, consultation and information to departmental managers, supervisors and employees regarding personnel issues, disciplinary matters, Union contract provisions, EEO and ADA matters, and personnel rules, policies and procedures;
  • Responds to grievances; participates and presents at grievance arbitrations;
  • Conducts investigations and prepares investigative reports on issues of employee misconduct and other complaints; drafts disciplinary correspondence and memoranda; acts as the Skelly hearing HR representative in employee disciplinary hearings;
  • Responds to and investigates complaints of discrimination, harassment, and failure to accommodate;
  • Coordinates and implements Reasonable Accommodation program and facilitates ADA interactive process;
  • Handles workers’ compensation matters;
  • Administers and enforces compliance with the Employee Relations Ordinance and various labor contracts;
  • Meets and confers with employee organizations;
  • Represents the Department in labor contract negotiations as a member of the City’s bargaining team;
  • Prepares correspondence, reports, and memoranda;
  • Participate in or play a part in alternative dispute resolution.
  • May make presentations to boards and commissions.
  • Gather, compile, prepare, review, and maintain important personnel information, data, reports, and records.
  • Facilitate or conduct training on a variety of employee and labor relations matters.
  • Performs related duties as assigned.

How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university.

Experience: Three (3) years of verifiable professional human resources experience, similar to 1241 Human Resources Analyst, in one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Substitution:

  • Education Substitution - Additional qualifying work experience as a professional human resources analyst may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
  • Experience Substitution - Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of required professional experience.
  • Experience Substitution - Possession of a Juris Doctorate (J.D.) or Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may substitute for one (1) year of the required professional experience.

Salary Range commensurates with experience: $122,642.00 - $148,980.00 annually

CONDITION OF EMPLOYMENT:  All City and County of San Francisco employees are required to be fully vaccinated against COVID-19 as a condition of employment.
