What We Do

San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.

Role description

Appointment Type

This is a Temporary Exempt (TEX), full-time position up to two years. This position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head.  If applicable, an exempt employee must participate and be successful in a Civil Service examination process for this classification and be selected through an open competitive recruitment process to be considered for a permanent appointment.

What You'll Be Doing

The Department of Homelessness and Supportive Housing has an exempt 2930 Behavioral Health Clinician vacancy within their Permanent Supportive Housing/Support Services Division.

Under the general supervision of the Senior Behavioral Health Clinician, 2930 Behavioral Health Clinicians in this division lead and work with a team of caseworkers to support clients struggling with complex medical, psychiatric, substance use, and other psychosocial stressors to stabilize and maintain housing. Incumbents will provide intensive clinical case management, psychotherapy, psychoeducation, crisis intervention and 5150 assessment, referral to higher levels of care, referrals to substance use treatment programs, intake assessment, psychosocial assessment and service plan development with the client, consultation, and coordinating closely with outside care teams and property management to develop successful support strategies/interventions that support successful outcomes for the clients. Incumbents also advocates and coordinates care on an on-going basis with other agencies, families, and clients and provides clinical supervision for paraprofessional caseworkers.

Responsibilities for these positions include:

  • Evaluates social, emotional, and physical needs of clients by applying social work theories. 
  • Helps clients cope with the environmental and psychological issues of illness by explaining options and treatments as well as making appropriate referrals.
  • Collaborates with the interdisciplinary health care teams to treat and plan for the psychosocial and medical needs of clients by consulting with other providers and making referrals; develops and implements psychosocial treatment plans and records progress notes.
  • Conducts mandatory reporting activities by completing reports and documents in specific timeframes.  
  • Provides supportive counseling or crisis intervention to clients as well as client’s significant others, families, or friends and/or may provide referral services to therapists or mental health providers.
  • Provides education, information and referrals to staff and clients regarding substance use issues and services.
  • Leads team of paraprofessional caseworkers.
  • Advocates on behalf of clients, with agencies, medical practitioners and within the community.
  • Conducts home/room visits when necessary to survey living situations of clients for accessibility and to determine the need for further services.
  • Plans, coordinates, and leads socialization activities for residents in conjunction with caseworkers.
  • Prepares written reports and evaluations for placement into residential or inpatient services.
  • Assists clients with basic needs services and resources such as housing, food, clothing, legal aid, and entitlements.
  • Organizes and leads psycho-educational groups, with a focus on harm reduction.
  • Works with the management team in program development.
  • Provides client care in a manner that is both non-discriminatory and non-judgmental.
  • Performs other duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS

License and Certification:

  • Possession of a valid license as a Licensed Clinical Social Worker (LCSW), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of valid registration as an Associate Clinical Social Worker (ASW), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid license as a Licensed Marriage and Family Therapist (LMFT), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of valid registration as an Associate Marriage and Family Therapist (AMFT), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of a valid license as a Licensed Professional Clinical Counselor (LPCC), issued by the California Board of Behavioral Sciences (BBS); OR
  • Possession of valid registration as an Associate Professional Clinical Counselor I (APCC), issued by the California Board of Behavioral Sciences (BBS).

Desirable Qualifications:

  • One (1) year of experience working with people with mental illness in a residential setting or inpatient program.
  • Three (3) years of experience working with chronically homeless people in a community setting.
  • Experience leading a team of professionals or paraprofessionals.
  • Working knowledge of SF City and County Departments, agencies, programs, criminal justice system, veterans’ services and homeless services.
  • Experience as a service provider with a multidisciplinary health care team in a health care agency.
  • Demonstrated work experience with people with substance abuse problems.
  • Interest in and experience in working with a harm reduction model.
  • Ability to work independently.
