About:

The Streets Division of the San Francisco Municipal Transportation Agency (SFMTA) is responsible for designing, directing, and managing all transportation planning and engineering functions within San Francisco, including placement of signs, signals, traffic striping, parking meters, curb markings and delivering bicycle, pedestrian, and traffic calming projects.  Our mission is to promote the safe and efficient multi-modal movement of people and goods and inviting streets and sidewalks for all who walk and use a bicycle throughout the city.

    POSITION DESCRIPTION:

    The Crossing Guard Program is situated within the Livable Streets subdivision.  The program manages approximately 200 adult School Crossing Guards throughout San Francisco at over 140 public and private schools. Under limited administrative direction, the Crossing Guard Program Manager manages all aspects of the program, assuming overall responsibility for organizing and directing the work of a diverse workforce including five full-time office staff and approximately 200 part-time School Crossing Guards, ensuring that students and their families can safely walk to and from school. 

    Examples of Important and Essential Duties:

    • Manages operational activities of the Crossing Guard Program; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the Agency and subdivision.
    • Prepares recommendations for and makes presentations to the SFMTA Executive Team, SFMTA Board, and Board of Supervisors regarding program management.
    • Oversees all personnel-related matters, including on-going hiring needs.
    • Supervises, monitors, and evaluates the activities of staff; establishes performance requirements and development targets; takes appropriate steps to improve performance, including coaching or training; and takes disciplinary action in accordance with Agency and union policies and procedures.
    • Plans and organizes daily work schedules for a large workforce located at various sites.
    • Evaluates policies and procedures, identifies, and analyzes problems and issues; implements new policies and/or procedures to improve or streamline the Crossing Guard Program.
    • Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans to meet emerging or new objectives, while continuing to address major Agency priorities.
    • Develops and administers the budget for the Crossing Guard Program; forecasts budget needs for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary; provides senior management with practical options and recommendations regarding the program’s budget needs.
    • Prepares or directs the preparation of reports, statistics, memoranda, and correspondence; effectively makes presentations to a variety of audiences.
    • Develops and implements operational policies to ensure the efficient operation of the program.
    • Supervises and evaluates Crossing Guard Program employees including office staff, field trainers and School Crossing Guards.
    • Manages the allocation of staffing resources to ensure adequate coverage during the school year, which includes coordinating relief coverage when guards are absent.
    • Identifies, evaluates, and resolves problems relating to citizen and employee complaints, program operations, equipment, and performance, and implements a workable and lasting solution.
    • Advises employees and provides guidance on the program’s policies and procedures to maintain service levels, increase performance and achieve safer working environments.
    • Evaluates, develops, and implements the Crossing Guard Program’s operational policies and procedures in accordance with Federal and State Manual on Uniform Traffic Control Devices (MUTCD), Vehicle Code, Traffic Code; the City and County of San Francisco’s Emergency Response Plan; and other laws and ordinances related to traffic control.
    • Updates, implements, and administers training programs to ensure all School Crossing Guards receive and maintain the skills and knowledge necessary to assist children and other pedestrians safely and efficiently across busy intersections.

    How to qualify

    Minimum Qualifications:

    1. Possession of a baccalaureate degree from an accredited college or university; AND
    2. Three (3) years of full-time, professional-level, administrative experience, program/office/section management experience, or experience conducting training programs or teaching adults and developing lesson plans; AND
    3. Two (2) years of the above must be at a supervisory level.

    Substitution:  Applicants may substitute additional qualifying high-level administrative experience, program management experience, or experience conducting employee training programs for the required education.  One year (2080 hours) of qualifying experience will be considered equivalent to 30 semester units/ 45 quarter units.

    Notes:

    1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.
    2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

    Desirable Qualifications:

    The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

    • Fluency in Spanish, Cantonese, and/or Mandarin.
    • Possession of a valid California driver’s license.
    • Experience managing a diverse employee workforce and/or managing employees in the field at various off-site locations.
    • Experience with recruiting, hiring, selecting, training, and developing employees.
    • Experience processing payroll for a large workforce. 
    • Experience developing and implementing training programs.
    • Experience planning programs and/or delivering services to communities impacted by social, structural, economic, educational, health, or other disparities.
    • Experience collaborating with diverse stakeholders, community groups, underserved or marginalized communities.
