Temporary Provisional (TPV), limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

Role description
About the Communications Team
The Communications Team is a small, efficient, and collaborative group of communications professionals. The Team serves as the media’s point of contact in the City Attorney’s Office and is responsible for communicating the Office’s goals and achievements as well as frequently speaking on behalf of the City and County of San Francisco in legal matters. The Team works closely with the Executive Team and senior management to craft internal employee communications to ensure employees of the City Attorney’s Office are engaged and informed on officewide initiatives and goals. Members of the Team collaborate with attorneys to quickly distill a large amount of complex information and make it accessible to other employees, City stakeholders, and the general public.
Communications Officer Position and Responsibilities
The Communications Officer will be primarily responsible for creating and executing all of the Office’s internal communications to employees. They should have a strong working knowledge of social media platforms and graphic design and video editing software as they will be asked to create digital content and help manage the Office’s social media channels and websites. Occasionally, the Communications Officer will assist in responding to press and community inquiries. The responsibilities listed below are representative of the range of duties assigned and are not intended as an exhaustive list.
- Create and execute internal communications strategies to ensure employees feel connected and informed
- Work with senior management on communications related to Office policies and programs, employee achievements, Office events, and DEI initiatives
- Manage internal Office Intranet and conceive new features and additions to make the Intranet engaging and useful to employees
- Assist with managing and editing the Office’s external website
- Create and draft content, including graphics and video features, for several internal Office newsletters.
- Assist with managing and creating content for the Office’s social media channels
- Create a video strategy for the Office and film and edit video content
- Create digital assets, graphics, ads, flyers, and report and presentation templates.
- Assist in drafting press releases, statements, and talking points.
- Assist with planning and executing press conferences and media events.
- Assist with drafting responses to inquiries from members of the public.
- Help with community outreach initiatives, as needed.
- Assist with press inquiries and represent the City Attorney’s Office to the media when other Team members are unavailable.
- Performs other duties as assigned.
How to qualify
Minimum Qualifications
Possession of a baccalaureate degree from an accredited college or university with major course work in public relations, journalism, English, mass communications, public administration, public policy or a related field.

Two (2) years of professional experience in public affairs, public information, editorial, newspaper, magazine, radio, television, public relations social media, digital engagement, advertising or similar work involving collection and dissemination of news and information wherein the preparation or direction of informational material for mass media on the development of public information program was a major part of the position.
Substitution
1) Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
2) Possession of a Master’s degree from an accredited college or university in public relations, journalism, mass communications or a closely related field may substitute for one (1) year of the required experience.
One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to participate in the next stage of the selection process. The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.
