Role description
The Power Regulatory Compliance Manager reports directly to Hetch Hetchy Water and Power (HHWP) Division Manager. The Power Regulatory Compliance Manager supports the ongoing development of a “culture of compliance”, directing and leading company-wide compliance with state and federal power regulations.
- Manage SFPUC’s North American Electric Reliability Corporation (NERC) Compliance Program (Program), which include Operation & Planning and Critical Infrastructure Protection (CIP) Reliability Requirements
- Serve as Hetch Hetchy Water Power (HHWP) liaison to various entities: Internal PUC divisions (Power Enterprise, ITS), California Independent System Operator (CAISO), RC WEST, and neighboring utilities (Modesto Irrigation District, Turlock Irrigation District, PG&E, etc.)
- Lead program development and reporting for state and federal power regulatory programs (SFPUC Wildfire Management Plan, HHWP Physical Security Plan for Power Distribution Assets Program, etc.)
- Monitor emerging state and federal regulations affecting HHWP power facilities and, develop strategies for compliance with HHWP staff and consultants
- Develop HHWP transmission interconnection requests and/or agreements, as it relates to NERC obligations and interconnection issues
- Develop and administer contracts to support compliance activities and collaborate with the City and County of San Francisco City Attorney’s Office on contract negotiations and discussions
- Manage and monitor compliance program budget
- Manage selection and development of employees and consultants
- Lead SFPUC’s Affected System Program: Perform technical studies, strategize mitigation projects with HHWP staff, lead meetings with SFPUC’s Balancing Authority and neighboring entities, manage mitigation agreements and their financial obligations
- Develop SFPUC departmental goals and objectives as it relates to power regulatory compliance; set measuring and report out on the work performed within the department
How to qualify
- Possession of a baccalaureate degree
- Six (6) years of professional experience in administering operations (planning, scheduling, cost estimating) in compliance of regulations for water or power utility projects, including at least three (3) years supervising professionals.
Substitution: Additional qualifying experience may be substituted for the degree requirement on a year-for-year basis up to a maximum of two years (30 semester/ 45 quarter units equals one year).

Supplemental Questionnaire Essay Exam (100%)
The purpose of the Supplemental Questionnaire (SQ) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of asset management, risk management, budget management, supervisory and communication skills.
Qualified candidates will be sent email notices to complete the MQSQ and SQ exam. Failure to complete these steps by the established deadlines will result in disqualification.
A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process. Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.
Score Report/Eligible List
