Appointment Type: Temporary Provisional (TPV), limited to no more than 3 years in duration. This temporary position is excluded by the Charter from the competitive Civil Service examination process, is considered "at will" and shall serve at the discretion of the Department Head. This position will be subject to the Permanent Civil Service examination process. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointment.

The Fine Arts Museums of San Francisco are the city's largest public arts institutions and are comprised of the de Young and the Legion of Honor museums. The de Young, designed by Herzog & de Meuron and located in Golden Gate Park, showcases American art from the 17th through the 21st centuries, international contemporary art, textiles and costumes, and art from the Americas, the Pacific, and Africa. The Legion of Honor displays a collection of over 4,000 years of ancient and European art including Auguste Rodin's The Thinker and houses the Achenbach Foundation for Graphic Arts in a Beaux-Arts style building overlooking Lincoln Park and the Golden Gate Bridge. Role description

The Principal Human Resources Analyst performs vital and responsible professional and technical work in the areas of recruitment, labor relations, classifications, and wage administration. They must continually keep abreast with knowledge in areas of labor law, case law, legislation and best practices.

They will be responsible for carrying out, interpreting, explaining and enforcing existing policies, methods, rules and regulations affecting personnel administration. Researches, compiles, reviews, and maintains important and confidential information for personnel records. Designs and implements staff training and orientation that contribute to a successful Human Resources program.

ESSENTIAL DUTIES:

The essential duties and responsibilities of the position include but are not limited to:

1.  Consults with and advises Museums’ management, department heads, employees and their representatives and others on the interpretation and application of the civil service provisions of the charter, related ordinances, civil service rules and regulations, Memorandum of Understanding/contract provisions of the CCSF’s Department of Human Resources policies, standards, and procedures for all museum employees.

2.  Works closely with the CCSF’s Department of Human Resources in matters relating to Human Resources transactions, recruitment, placement, training programs, labor negotiations, and other HR services and activities. 

3.  Participates in the HR staffing and budget process for CCSF each fiscal year.

4.  Oversight of CCSF Leave of Absence administration, including ensuring compliance with Federal, State, and local legislation; communication with employees; return to work certification. 

5. Stays up to date with current City & County of San Francisco hiring practices and procedures. Effectively communicates processes with appropriate museum staff as needed. Manages the hiring process for all City & County positions within the museums.

6.  Manages the HR Requisition approval process for City and County of San Francisco positions. 

7.  Performs job analyses of individual positions and classes; determines, develops and approves examination of subject matter; assigns relative weights to various parts of the examination. 

8.  Conducts research and first level investigation response for complaints, grievances, mediation and/or arbitration for CCSF. Drafts and responds to grievances.  Assists in responding to outside agencies, including arbitrations.

9.  Investigates and reports on disciplinary charges against employees and other related matters such as employee grievances, arbitrations, Equal Employment Opportunity (EEO), Department of Fair Employment and Housing (DFEH) complaints, reductions in force, and writes reports thereon. 

10.  Confers with employees, department heads, and labor representatives regarding employment contract provisions and other pertinent information; supervises and participates in studies pertaining to a wide variety of personnel matters; prepares memoranda, reports, records, and charts of data obtained, and makes recommendations thereon.

11.  Supervises the 1244 Senior Human Resources Analyst and the 1222 Senior Payroll & Personnel Clerk. 

12.  Performs other duties as assigned.

How to qualify

MINIMUM QUALIFICATIONS

Education:

Possession of a baccalaureate degree from an accredited college or university.

Experience:

Five years of professional human resources experience in one or more of the following areas of activity: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations; diversity, equity, and inclusion; and personnel training of which one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, that performs difficult and specialized human resources work and thereby serves as a resource for special problems, or (2) lead or supervised a small team of professional staff involved in the more difficult and complex matters associated with recruitment and selection, employee and/or labor relations, classification and compensation, benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.

Substitution:

Experience Substitution - Possession of a Juris Doctorate (J.D.) or a Master’s degree in Personnel Administration, Human Resources Management, Business Administration, Public Administration or Clinical/School/Industrial-Organizational Psychology may be substituted for one (1) year of the required non-advanced journey / non-lead/supervisory experience.

Education Substitution - Verifiable professional human resources work experience in one or more of the following areas may substitute for up to two years of the required education on a year-for-year basis: recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration and human resources operations; diversity, equity, and inclusion; and personnel training. (30 semester units/45 quarter units equal one year.)

Experience Substitution - Completion of a 12 month human resources trainee program equivalent to the City and County of San Francisco’s 1249 Human Resources Training Program may substitute for one (1) year of the required non-advanced journey / non-lead/supervisory experience.

DESIRABLE QUALIFICATIONS

  • Experience with principles and techniques of examination and test construction and sources of specific information in various occupational fields.
  • Knowledge of principles and practices of performance, leave, and position management.
  • Ability to make careful and correct analyses and evaluations of recruiting, examining, classification, and compensation problems.
  • Ability to work effectively and tactfully with department heads, supervisors, employees, and their representatives.
  • Ability to exercise good judgment, flexibility, creativity and sensitivity in response to changing situations and needs.
  • Ability to comprehend and interpret federal, state and local laws, ordinances, regulations and guidelines such as City Charter provisions, Civil Service Commission Rules, and employee organization agreements.
  • Proficient in Microsoft and Google Applications and Human Resources Information Systems.
  • Ability to effectively supervise and support subordinate employees.
  • Experience with Meet & Confer and Labor-Management Committees.

Selection Procedures:
