San Francisco Public Works is currently recruiting for a Healthy Streets Operations Manager (0922 Manager I) within the Bureau of Street Environmental Services (SES)

The Bureau of Street Environmental Services
Keeps the City’s streets, sidewalks, and other public spaces clean with mechanical and manual sweeping, graffiti abatement, and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Appointment Type:  Permanent Exempt (PEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer, and shall not exceed 36 months.

Role description

As the Healthy Streets Operations Manager, you will be assigned to coordinate the work actions between the Healthy Streets Operations Center (HSOC), Public Works Street Environmental Services (SES) program, and various City Departments that are related to matters that impact Homelessness and the unsheltered population. You will represent Public Works in separate weekly meetings with stakeholders, including, HSOC's management, local Neighborhood Associations, and Community Benefit members. 

Position Duties:
The essential duties and responsibilities of this position include, but are not limited to, the following:

  • Manages the Syringe Disposal Kiosk Program and you are responsible for researching, assessing, and procuring fully functional, durable Kiosks.
  • Evaluates procedures, identify challenges and issues, may implement and document new procedures of the assigned section/program.
  • Assists with assignments related to the Civic Center Health and Cleanliness Project. 
  • Provide ongoing support to the operations plans developed by the Healthy Street Operations Center (HSOC).
  • Perform additional related duties to ensure the successful operation of the program

How to qualify

Minimum Qualifications:

Education:

  1. Possession of a baccalaureate degree from an accredited college or university;

    AND
     
  2. Three (3) years of verifiable professional-level experience in establishing partnerships, setting and tracking objectives, project management including cost management, and negotiation of contracts.

Substitution:
Additional experience as described above may be substituted for the required degree (on a year-for-year basis) up to a maximum of 2 years. Thirty (30) semester units or forty-five (45) quarter units equal one year.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

The selection process will include an evaluation of applications in relation to minimum requirements. Candidates may be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
