**This recruitment is to fill three (3) Director vacancies in different Programs within the Economic Support & Self-Sufficiency (ESSS) Department at the San Francisco Human Services Agency.

Role description
San Francisco Benefits Net (SFBN) - Program Director - CalFresh
Under administrative direction, the San Francisco Benefits Net (SFBN) Program Director reports directly to the Human Services Agency Deputy Director of Economic Support & Self-Sufficiency (ESSS) Programs. The SFBN Director partners closely with other ESSS Programs such as Alignment & Guidance, Program Support Operations, Welfare-To-Work, and County Adult Assistance Program. This position will also collaborate with other cross-functional teams/programs and external stakeholders to optimize delivery of services influencing consumer experience.
The SFBN Program Director provides leadership and management to all aspects of the SFBN’s site operation including administration of CalFresh and Medical Program. The SFBN Program Director assumes oversight of staff and program operations at designated service centers with the goal of meeting program requirements set forth by State and City laws and requirements. In addition to managing the goals and strategy of the Program, the SFBN Program Director will work closely with the ESSS Deputy Director to ensure alignment to the Agency’s strategic plan.
In addition to the duties listed below, this position also includes the following essential functions: 1) Working collaboratively with other ESSS Program Directors to provide consistent and effective leadership to the SFBN Program; 2) Collaborating, approving, managing, and overseeing the implementation of program regulations, policies and procedures, and staff training to support effective delivery of benefits and services; and 3) Representing SFBN and the SFHSA in external meetings with stakeholders including but not limited to CWDA, CDSS, and the Board of Supervisors, as assigned.

Economic Support & Self-Sufficiency (ESSS) - Program Support Operations Director
This is a director position with responsibility for overseeing several interrelated but distinct functions that provide critical operational and administrative support to multiple Human Services Agency programs. The Program Support Operations (PSO) team plays an integral role in one of the Agency’s core functions – determination and maintenance of eligibility for public benefits including CalFresh, Medi-Cal, CalWORKs, CAAP, and In-Home Supportive Services. PSO is also responsible for management of case file records, production of operational data reports, and a variety of tasks that support effective and efficient delivery of customer services through the Agency’s public-facing Service Centers. The PSO Director is a demanding role that requires detailed and specific understanding of Agency eligibility operations, in-depth knowledge of Agency-specific administrative data systems, the ability to analyze and improve upon complex business processes, and the capacity to manage and balance priorities effectively across a variety of functional areas.
In addition to the duties listed below, this position also includes the following essential functions: 1) Direct and oversee several interrelated but distinct functional groups of staff that support the work of multiple Agency programs and Service Centers. These groups include: the Records Management team, the MEDS Unit, the Reception Operations team, the Document Imaging team, the Task Management team, and the SFBN Data Reporting & Systems team; 2) Ensure consistent and smooth delivery of daily operational support functions that are critical to the Agency’s benefits eligibility programs and Service Centers; and 3) Ensure that Ops program activities are carried out in adherence to pertinent local, state, and federal rules and regulations.
ESSENTIAL DUTIES AND FUNCTIONS
According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list. Positions may include additional duties as assigned.
- Managing and directing the organization, and operational activities for their respective Program.
- Directing and overseeing the development and management of a budget for their respective Program.
- Coordinating efforts with other divisions, outside agencies and organizations in building partnerships and collaborations to carry out programs in line with the mission of the Agency.
- Directing and evaluating management and supervisory staff to ensure a level of production and quality of work and accomplishments for their entire Program.
- Monitoring the efficiency and effectiveness of the program’s organizational structure, staff assignments, service levels and administrative services.
- Representing the Agency with state and federal officials and committees as required or as designated by the Director of the Agency or his Deputy.
- Planning, developing and implementing business service and program activities for their respective program.
- Participating with other executive staff in developing the Agency’s strategic plan, annual budget and fund development initiatives.
How to qualify
1. Education: Possession of a baccalaureate degree from an accredited college or university;
AND
2. Experience: Six (6) years of professional experience administering programs that determine eligibility for public assistance or directing development, maintenance and/or implementation of technology systems that support program operations in a large human services agency or non-profit organization. A minimum of three (3) years of the required experience must involve supervising professionals in the field.
Substitution: Applicants may substitute up to two (2) years of the education requirement with additional qualifying experience as describe on a year to year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

DESIRABLE QUALIFICATIONS:
- Experience in managing program operations or a benefits program service center operation for over 5 years.
- Knowledge of Medi-Cal and CalFresh Programs.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Selection Procedures:
Supplemental Questionnaire Examination (Weight: 100%):
Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination. This exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: knowledge of administrative and management principles and practices; ability to exercise independent judgment; knowledge of and ability to manage a program and staff; knowledge of public assistance programs and the how to meet regulatory requirements; interpersonal skills; written and oral communications ability.
Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.
A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.
The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

Minimum Qualification Supplemental Questionnaire (MQSQ - Weight: Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
