Appointment Type
These are Temporary Provisional (TPV) positions, limited to no more than 3 years in duration. These temporary positions are excluded by the Charter from the competitive Civil Service examination process. They are considered "at will" and shall serve at the discretion of the Department Head. These positions will be subject to the Permanent Civil Service examination process at a later date. Successful participation in the Permanent Civil Service examination and selection through an open competitive process is needed in order to be considered for the permanent appointments.

What We Do
San Francisco is a pioneer in homeless services and a leader in providing supportive housing as a permanent exit from homelessness. The Department of Homelessness and Supportive Housing (HSH), founded in 2016, is a national leader in the movement to end homelessness by developing a coordinated, equity-driven, client-focused system of compassionate services while piloting innovative models, and implementing best practice solutions with measurable results. HSH’s Homelessness Response System (HRS) oversees and implements a system of care that shelters, houses, and serves approximately 14,000 people daily. Major programs include: street outreach and service connection through the Homeless Outreach Team (SFHOT); 3,000-bed shelter system for adults and families including shelters for members of the LGBTQ community; rapid rehousing rental subsidies for families, adults, older adults, and transitional aged youth; the Problem Solving and flexible financial assistance programs; and robust supportive housing programs with nearly 10,000 units which provide permanent housing and services to formerly homeless individuals and families.
Role description
What You Will Be Doing
HSH is looking to fill five TPV 2917 Program Support Analyst positions within the department.
These positions perform a variety of highly complex and responsible professional administrative duties in the planning and coordinating of the activities and programs of the assigned program; coordinates assigned functions and activities among department divisions; and provides highly responsible administrative staff assistance to the assigned executive staff.
Housing Services - Supportive Housing Programs (two positions)
San Francisco is in the midst of the largest growth in permanent supportive housing (PSH) in the past two decades. The Supportive Housing Programs team is a collaborative team of program managers responsible for site-based PSH programs for adults, older adults, families and transition age youth (TAY). The Housing Program Manager is responsible for oversight of a portfolio of site-based PSH programs, and works closely with nonprofit partners and other City agencies to develop new supportive housing and services to meet our system’s housing stability goals through a racial equity and housing justice approach. The program manager will act as a liaison in partnership with other City departments, community partners and other key stakeholders on system coordination, planning and policy analysis with the goal to provide effective services and housing to meet the needs of TAY or older adults experiencing homelessness.
Housing Services - Scattered Sites (one position)
The Subsidy Expansion Program Manager is part of the Housing Subsidy Programs team at the San Francisco Department of Homelessness and Supportive Housing (HSH) and specifically the Scattered Site Housing Programs team, and reports to the Subsidy Expansion Supervisor. Over the past three years San Francisco’s Scattered Site Housing Programs have expanded exponentially. The Subsidy Expansion Program Manager will work under direction to ensure that HSH and its nonprofit partners are prepared for and have sufficient systems in place to deploy additional scattered site housing subsidies in San Francisco through housing location and retention services, housing focused case management, and an ongoing subsidy. The Subsidy Expansion Program Manager will complete a range of administrative, operational, analytical, and partner relationship development duties. These may include: program implementation duties such as eligibility and referral coordination using the Homelessness Management and Information System (HMIS) and Excel workbooks, program progress tracking and data collection, coordinating with other HSH teams involved with program implementation including the ONE System, Coordinated Entry, Data and Performance, Communications and Legislative Affairs, and Strategy and Planning teams; data analysis including compiling and evaluating information related to program implementation, identifying gaps in data, preparing materials for reports, program monitoring and improvement including monitoring contractor performance and pro-actively identifying areas of risk and success.
Housing Placement (one position)
The Transfer Request Office (TRO) Program Manager will supervise a unit of 2918 Transfer Request Office Social Work Analysts that coordinate unit transfer requests specifically between onsite PSH housing based on three criteria: Safety, Accommodation Needs, and/or Subsidy Eligibility. TRO is charged with overseeing requests, determining if requests meet criteria, and connecting participants and their housing providers to a unit that meets their needs. The TRO Program Manager will closely coordinate with housing providers and HSH program managers to ensure transfers are completed equitably, efficiently, and sustainably with the overall goal to support participants in being able to live in a permanent space that is safe and meets their basic needs.
Coordinated Entry (one position)
Access Points are the entry way for people experiencing homelessness to be connected to housing. The Access Point Analyst for Youth & Survivors is responsible for oversight of Access Points serving youth and survivors of violence. This position administers and coordinates contracts, grants, and other funding to support assigned programs specifically for youth and survivors of violence. This position is highly collaborative, and this person will convene and facilitate meetings with contracted non-profit providers, other city departments, community members, people with lived experience and consultants. This position serves as subject matter expert within HSH and is knowledgeable about issues impacting youth and survivors of violence in the community. This position will play an important role in design, implementation, and iteration of the Coordinated Entry process, and play a pivotal part in accomplishing the department’s equity and strategic framework goals.
Continuum of Care (one position)
The Continuum of Care (CoC) Program Manager is responsible for overseeing and managing the CoC Permanent Supportive Housing (PSH) projects that receive rental assistance, supportive services, operating, and administrative budget line items. On an annual basis, the San Francisco Continuum of Care receives over $45 million in funds from the U.S. Department of Housing and Urban Development (HUD) to administer CoC programs administered by the San Francisco Department of Homelessness and Supportive Housing. The CoC Program Manager supervises three staff who work on compliance related to verification of CoC PSH program eligibility, income certifications and recertifications, and the coordination of Housing Quality Standards (HQS) inspections. The position reports to the CoC Program Supervisor and is a member of the Housing Subsidy Team at HSH.
Duties (all positions):
The duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list. Duties will vary based on the assigned division/unit/specific position and analysts will perform related duties as required. Typical duties include:
Manage, Monitor, and Evaluate the Performance of Grantee Agreements:
- Oversee program implementation and execution across the HRS to ensure successful delivery of high-quality services in adherence to budget, scope and best practices.
- Monitor and track program deliverable compliance and successful execution through annual program monitoring, monthly reports, site visits and other ongoing reporting and quality control practices.
- Manage agreements with multiple funding sources and monitor compliance and adherence to federal, state and local funding expectations.
- Support in the ongoing development of goals, objectives, and policies of appropriate HRS interventions and other projects and initiatives of the Department.
- Support program and financial analyses to make process improvement and strategic recommendations.
- In partnership with HSH Contracts Team, assist in ongoing budget development, modifications, and revisions of assigned grant agreements.
- Engage in cross-functional collaboration with internal departments and external partners.
Provide Technical and Administrative Assistance:
- Establish and maintain high quality relationships and partnerships with Grantees and other key community stakeholders.
- Provide targeted support to Grantees to build organizational and system capacity, build on existing strengths, and address underlying needs/gaps.
- Develop consistency and high-quality delivery of services across our system of care.
- Facilitate ongoing service coordination/administrative meetings among Grantees and key stakeholders.
How to qualify
Minimum Qualifications:
Education: A Baccalaureate degree in social work, public administration, business administration or a related field; and
Experience: Three (3) years of professional experience in a general administrative capacity of which two (2) years (4000 hours) are in the field of human services. This experience includes responsibility for functions such as budget administration, contract administration, program planning and policy development, or statistical research.
Substitution for Education: Additional qualifying experience as stated under the experience requirement may be substituted for up to two (2) years of the required education on a year-for-year basis (30 semester/45 quarter units equals one year).
Substitution for Experience: Possession of a master’s degree in social work, business administration, public administration or related field may substitute for one (1) year of the required experience as described above for all specialties.

Selection Procedures:
