The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. 

The San Francisco Department of Public Health is accepting applications for a permanent civil service Director, Health Information Management Services (0941 Manager VI).

Role description

Under policy direction of the ZSFG Chief Financial Officers, the 0941 Manager VI Director, Health Information Management Services plans, supervises, coordinates, and manages the operations and activities required to ensure uninterrupted day-to-day operations of the SFDPH Health Information Management Services (HIMS) Department.  Serves as the resource for information system upgrades, deployments, and system implementation.  Manages approximately 110 employees providing technical and clerical health record services for inpatient/trauma admissions, outpatient visits, behavioral health services, skilled nursing facility services, jail health services, population health and other services across city and county of San Francisco. Works in coordination with nursing, ancillary services, program directors, informatics and physicians to design, develop and maintain controls and systems for HIMS which is necessary and important to the provisions and documentation of care delivery at DPH. 

ESSENTIAL DUTIES:
The Director, Health Information Management Services (0941 Manager VI) will perform the following essential functions:

  1. Manages all aspects of the HIMS Department, ensuring smooth operations and availability of timely clinical information to SF DPH practitioners as well as authorized users and requestors; development and administration of the department budget, and policies and procedures.
  2. Plans, directs, and manages the activities of the HIMS department according to facility guidelines, medical staff bylaws, rules and regulations, and licensing and accreditation organizations.
  3. Directs activities of the department staff, maintains an adequate level of staff, and makes decisions on hiring, performance evaluations, and disciplinary actions in accordance with SF DPH  and facility  policies
  4. Oversees the clinical documentation improvement program; serves as subject matter expert for department managers, staff, physicians, and administration for obtaining information or clarification on documentation standards, state and federal law and regulatory requirements relating to HIMS
  5. Supports the compliance programs at various sites served
  6. Creates timely, accurate and meaningful ad hoc reports from the electronic medical record system
  7. Monitors and reports key performance indicators on a routine basis; develops and monitors specific departmental performance improvement plans
  8. Coordinates implementation of new or upgraded computer applications within the department
  9. Maintains accounts receivable for diagnosis/procedure coding

The Director, Health Information Management Services (0941 Manager VI) performs other duties as required and assigned.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. For more information about this Management Test (and a suggested reading list) please visit: SFDHR.org. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that during this three-year time you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you apply to future recruitments. If the selection process for the future announcement includes the MTB and is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Supplemental Questionnaire (SQ) Examination (Weight: 60%): Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: ability to analyze situations and issues and problem solve; ability to use data to analyze EPIC; and knowledge of legal aspects of medicine regarding documentation practices in healthcare and knowledge of best practices in health information management. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted.

A passing score must be achieved on each of the above-described exams to be included on the confidential eligible list. After the confidential eligible list is adopted, the department may administer additional selection procedures to make a final hiring decision.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.

Eligible List/Score Report:

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director. The eligible list may be used to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list. How to qualify

REQUIRED MINIMUM QUALIFICATIONS

1. EDUCATION: Possession of a bachelor’s degree from an accredited college or university;

AND

2. EXPERIENCE: Six (6) years of verifiable managerial experience as a director of a Health Information Services department in a Multifacility Health Care System using an electronic health record system, all of which must include supervising professionals,

AND

3. LICENSE & CERTIFICATION: Possession of at least one (1) of the following valid certifications from the American Health Information Management Association (A.H.I.M.A.): Registered Health Information Administrator (R.H.I.A.) Registered Health Information Technician (R.H.I.T.).

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

EDUCATION SUBSTITUTION: Additional experience as described above may be substituted for the required degree on a year-for-year basis for up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.
