The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans.  Its Behavioral Health Services/Mental Health SF (BHS/MHSF) is growing and transforming county behavioral health services, making significant new investments designed to improve access, quality, efficiency, and coordination of care. BHS/MHSF is directing significant resources to improve services for individuals and families experiencing homelessness, as well as those who have been marginalized by historic and institutional racism. As part of this MHSF legislation, BHS is expanding behavioral health treatment programs by adding approximately 400 new beds in the next few years. 

The Behavioral Health Services (BHS) Residential System of Care is responsible for facilitating BHS client movement from the highest cost and most disconnected level of engagement to the most service connected and stabilized level of care. The mission of Residential System of Care (RSOC) is to maximize the provision of and access to the least restrictive, timely, inclusive, appropriate, and community-based recovery care and treatment through the improvement and expansion of residential care programs for San Franciscans needing behavioral health care and experiencing homelessness.

Role description

Under the direction of the Director of Systems of Care, the Residential System of Care (RSOC) Director (0933 Manager V) is responsible for managing approximately $100 million annually, designing, implementing, and operationalizing 1,700 behavioral health treatment beds to support treatment and optimize flow through the system of care. The system of care includes hospitals, clinics, and providers within SF Health Network, partnership with City departments, and a network of contracted providers.  The RSOC Director will also be leading the New Beds & Facilities projects underway to expand the number and new types of behavioral health residential services in the county under the auspices of the Mental Health San Francisco (MHSF) legislation.

The Director, Behavioral Health Services Residential System of Care (0933 Manager V) performs the following essential functions:

Program design and refinement:

  • Determine, design, implement, and modify a broad range of behavioral health residential services to optimally meet the needs of individuals experiencing mental health and/or substance use treatment issues
  • Coordinate the expansion and development of various types of new behavioral health residential programs and operationalize newly built and contracted residential programs.  Examples of duties include developing content for Request for Proposal, facility programming, contract facilitation, provide guidance for regulatory readiness, and communication with key stakeholders
  • Design and implement processes to effect successful and smooth access to care, client flow, and transition of care

Contract management and vendor relations:

  • Initiate and implement contracts, negotiate bed rates and programming with contracted community-based organizations, and other partners
  • Set standards of work and performance objectives for contracts; review providers performance in partner with contracts monitoring teams; provide coaching and guidance to community- based organizations/vendors to meet service goals
  • Assist individual contractors, as needed, towards quality service provision, achievement of performance goals, and continued program viability 

Health systems integration and alignment:                                                                             

  • Ensure alignment to DPH and SF Health Network True North Strategies and Objectives
  • Align with, prepare for, and implement CalAIM related objectives
  • Participate in IT integration and EHR transition
  • Proactively respond to DPH priorities as identified, e.g., COVID-19 pandemic
  • Communicate with BHS and DPH executives, Mayor’s Office, Board of Supervisors and Public Relations/Communication Officer on analytical findings and recommendations

Quality assurance and continuous improvement:

  • Ensure the optimum placement of clients with chronic psychiatric conditions at different levels of care
  • Identify, develop, and implement performance goals, objectives, policies/procedures, and priorities for the residential system-of-care division, and including at the providers-level
  • Ensure services are being provided effectively and are achieving measurable client outcomes
  • Ensure the efficient use of staff, program, and funding resources towards maximum availability of services for clients, including adequate linguistic and culturally competent programming
  • Direct information collection and analysis and produce reports to evaluate quality of the program
  • Oversee clinical performance and documentation standards
  • Track incidents reports findings & recommendations, and correspond with plans of correction
  • Ensure alignment and compliance with local, state, and federal regulations, and respond with necessary actions to audits, reviews, and investigations 

Supervision, collaboration, liaison, and consultation:                                     

  • Manage and supervise reporting programs managers and staff in the planning, directing, and coordinating the RSOC’s activities towards achievement of goals and objectives
  • Advise and consult with section/program managers and meet with staff to identify and resolve problems or conflicts, and to make decisions regarding policy, operations, and administrative procedures
  • Serve as a liaison and spokesperson on behalf RSOC related activities
  • Interface and collaborate with other SF City & County departments, Mayor’s Office, and other system partners.                                                                   

The Director, Behavioral Health Services Residential System of Care (0933 Manager V) may perform other duties as assigned or required.

How to qualify

REQUIRED MINIMUM QUALIFICATIONS (all candidates must verify that they meet all three elements below—professional license, experience, and supervision of professionals):

LICENSE: Possession of a current, valid, unrestricted license in one of the following: Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), or Licensed Psychologist (PhD or PsyD).

AND

EXPERIENCE: Five (5) years of verifiable professional experience managing in behavioral health and/or a healthcare setting which must include three (3) years of experience managing residential services and programming and three (3) years of experience supervising professionals.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRABLE QUALIFICATIONS:  The stated desired qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:

  • Master's or doctorate degree in psychology, social work, counseling, or a closely related field
  • Experience managing provider relations
  • Experience reviewing, analyzing, and/or implementing policy and legislation related to behavioral health services, especially residential care

Selection Procedures:

Management Test Battery (Weight: 100%):
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery in order to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Management Test Battery, your score will be automatically applied to that announcement, However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery.
