The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

The San Francisco Department of Public Health is accepting applications for a permanent civil service Community Health Equity and Promotion Branch Director (0931 Manager III).

Role description

Under the direction of the Population Health Division (PHD) executive leadership, the Director, Community Health Equity and Promotion (CHEP) Branch (0931 Manager III) oversees essential community engagement activities which strengthen the Department’s and Division’s ability to develop and implement programs that effectively reach communities with a focus on equity. The CHEP Branch and its programs work closely with San Francisco community members and community-based organizations (CBOs) to develop a breadth of strategies that engage communities with a focus on equity to improve community health and address health disparities. The CHEP Branch Director uses an equity lens to address priority public health issues including tobacco use, injury prevention, safe environments, HIV, viral hepatitis, STIs, health of people who use drugs, sexual health, healthy retail, mpox, COVID-19, health eating and active living, and responds to emergencies and emerging issues. These are services, programs, and/or focused areas in the CHEP Branch. The Manager of the CHEP Branch oversees an organization of approximately eighty employees (both Civil Service and contract), supervises three deputy directors and a program assistant, and managers over $30 million of operating and grant funding budgets.

ESSENTIAL DUTIES:
The Director, Community Health Equity and Promotion (CHEP) Branch (0931 Manager III) performs the following essential functions:

  1. Directs, plans, manages the Community Health Equity and Promotion (CHEP) Branch of the Population Health Division; advises and consults with peer Branch Directors and Section Managers/Supervisors; meets with Branch Deputy Directors and appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding workflows, standards of work, policies, operations, and/or administrative procedures.
  2. Develops, implements, and maintains procedures, employs administrative monitoring practices and controls in order to obtain smooth and effective administrative, management, and/or operations and activities; directs the work and activities of the CHEP Branch staff to prevent delays in required actions or to improve programs or services; assists in the identification, development, and implementation of divisional and/or branch/departmental, section/unit goals, objectives, policies, and priorities.
  3. Responsible for administration and oversight of the CHEP Branch functional areas including racial equity, community sexual and drug user health programs, wellness, administrative and operations; coordination and implementation of program planning, defining branch organizational structure, staffing plans/needs, resource allocation and identification of future resource needs.
  4. Receives and analyzes division and departmental reports; directs the preparation of ad hoc, monthly, and annual assigned or mandatory reports, directs the gathering and analysis of information and reports necessary to document and evaluate processes.
  5. Monitors the work of and coaches CHEP Branch Deputy and designated section leaders to meet outcomes, standards of work, and/or practices; directs the workforce development for CHEP leaders, including community-based organizations (CBOs) and individuals; supports capacity-building of CBOs.
  6. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs such as new grant funding awards while continuing to address major divisional priorities; assists in the development of budget initiatives and/or requests and facilitates budget development; monitors and administers branch budget and expenditures; aligns and leads grant submissions to support and advance DHEP and the Division’s priorities and goals.
  7. Engages ongoing training and capacity building in race equity.
  8. Monitors and evaluates the effectiveness and efficiency of the CHEP Branch’s service delivery system, organizational structure, staffing levels, financial systems, and other internal operations; identifies and recommends alternative approaches or improvements, implements revisions, adjustments, and changes.
  9. Serves as liaison for PHD with a variety of other City/County or DPH staff, policy-making officials, and/or officials of outside agencies; explains and justifies divisional, branch, or administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
  10. Plans, develops, implements and/or directs major or complex projects or programs which span several of the division’s established branches or sections; directs the research of complex, highly technical issues; analyzes alternative solutions or approaches; recommends the most effective course of action.
  11. Builds and maintains coalitions and partnerships with communities and CBOs to create collective responses to public health issues, including, but not limited to Ending the Epidemic Initiative, Harm Reduction, Training Institute, End Hepatitis C in San Francisco, and Tobacco Free Coalition.
  12. Tracks and monitors hiring for CHEP Branch; collaborates closely with PHD Operations and DPH Human Resources on all branch open vacancies to facilitate recruitment and hiring.
  13. Collaborates and interfaces with contractors who have business with PHD such as Heluna Health and State and Federal agencies among others.

The Director, Community Health Equity and Promotion (CHEP) Branch (0931 Manager III) performs other duties as assigned or required.

Selection Procedures
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Management Test Battery (Weight: 40%)
Candidates will be invited to participate in a computer-based examination designed to measure competencies in job-related areas which may include but are not limited to:  Problem Solving; Leadership; Decision Making; Interpersonal skill; Human Resources Management; Team Building; Communication & Conflict Management. For more information about this Management Test (and a suggested reading list) please visit: SFDHR.org. Please note: this examination is only held in San Francisco. A passing score must be achieved on the Management Test Battery to continue in the selection process. This is a standardized examination, and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Management Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that during this three-year time you will not be required to take the Management Test Battery. The Management Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you apply to future recruitments. If the selection process for the future announcement includes the MTB and is held within one year of the date of this examination, your score will be automatically applied to that announcement. However, after one year you have the option to either (a) apply your test score to the other announcement or (b) re-take the Management Test Battery. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Management Test Battery is used. Please note that, should you re-test, your retest score would become your official score since it is the most recent.  

Supplemental Questionnaire (SQ) Examination (Weight: 60%): Candidates who achieve a passing score on the Supervisory Test Battery (STB) will be emailed a Supplemental Questionnaire (SQ) that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: ability to analyze situations and issues and problem solve; ability to use data to analyze EPIC; and knowledge of legal aspects of medicine regarding documentation practices in healthcare and knowledge of best practices in health information management. The SQ will be emailed to the address listed on the candidate’s online application. Candidates will be required to respond to the SQ in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted.

A passing score must be achieved on each of the above-described exams to be included on the confidential eligible list. After the confidential eligible list is adopted, the department may administer additional selection procedures to make a final hiring decision.

Certification
The certification rule for the eligible list resulting from this examination will be the Rule of the List.

Eligible List/Score Report:

The duration of the eligible list resulting from this examination process will be six (6) months and may be extended with the approval of the Human Resources Director. The eligible list may be used to fill future and current vacancies in this class at other locations within the DPH for the duration of the eligible list. How to qualify

REQUIRED MINIMUM QUALIFICATIONS

  1. EDUCATION: Possession of a bachelor’s degree in healthcare or related business field from an accredited college or university,

AND

  1. EXPERIENCE: Five (5) years of verifiable professional experience in public health program development, public administration, and/or public health operations of which three (3) years must include supervising professionals.

EDUCATION SUBSTITUTION: Additional professional experience as described above may substitute for the required degree on a year-for-year basis up to a maximum of two (2) years. One year is equivalent to thirty (30) semester or forty-five (45) quarter units.

Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

DESIRABLE QUALIFICATIONS:

  • Master's degree in relevant social science fields including, but not limited to, public health, public administration, or healthcare administration.
  • Three (3) years of management experience.
  • One (1) year of experience managing performance improvement and/or public health equity initiatives.
