The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
Under the supervision of 0923 Director, Office of Overdose Prevention, the Overdose Prevention Quality and Contracts Manager (0922 Manager I) will oversee the data collection and analysis, as well as the contracts with community-based organizations in the Office of Overdose Prevention. The 0922 will supervise staff focused on contract management, grant applications and data collection, analysis and reporting.
Role description
ESSENTIAL DUTIES:
The Overdose Prevention Quality and Contracts Manager (0922 Manager I) performs the following essential job functions:
- Participate on the leadership team which is responsible for the development, implementation and evaluation of San Francisco’s overdose prevention effort.
- Manage contracts with key partner organizations, including the setting of performance metrics, managing timelines, identifying over- or under-spending, overseeing the completion of contract modifications (as applicable), and ensuring the timely reporting of deliverables.
- Identify and develop strategies to optimize the solicitation and contractual processes.
- Manage the preparation and documentation of deliverables and reporting requirements for grant funding agencies, including assigning team members to provide reports in their areas of expertise.
- Provide project direction to staff assigned to data acquisition and analysis.
- Support the development of a data dashboard for internal and external use.
- Develop briefs, presentations and other materials requested by policymakers and Behavioral Health Services (BHS) leadership
- Represent the Population Behavioral Health section, Office of Overdose Prevention in workgroups, discussions, and meetings with other City agencies and community partners.
- Collaborate with other DPH divisions to develop initiatives to reduce the harms of the substance use, HIV and HCV syndemic.
- Supervise Overdose Dashboard Coordinator, San Francisco Fellow, and other staff as assigned and participate in the hiring of new staff for the Population Behavioral Health section.
The Overdose Prevention Quality and Contracts Manager (0922 Manager I) performs other duties as required and assigned.
How to qualify
Required Minimum Qualifications (all applicants must verify that they meet both elements below, including experience in a hospital or government-related environment):
1. Education: Possession of a bachelor’s degree from an accredited college or university;
AND
2. Experience: Three (3) years of verifiable professional experience working with people who use drugs and/or people experiencing homelessness AND two (2) years of verifiable experience working on developing contracts and/or quality management.
Education substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.
Desirable Qualifications:
The stated desirable qualifications listed below may be used to identify job finalists at the end of the selection process after candidates are referred for selection:
- Two (2) years of experience supervising professionals
- Experience with harm reduction, overdose prevention, and low-barrier programs that meet the needs of people who use drugs
- Strong public speaking and presentation abilities
- Knowledge of principles of cultural competence/humility
- Excellent verbal and written communication skills
