Role description
Are you passionate about leveraging data to drive transformative change in the public sector? Join our dynamic People Analytics team at the City and County of San Francisco as a People Analytics Data Analyst and contribute to our HR modernization efforts by unlocking insights that shape our workforce strategies.
As a People Analytics Data Analyst, you will play a vital role in advancing our Citywide HR practices through data-driven decision-making. By harnessing your expertise in data analysis, statistical modeling, and data visualization, you will empower our organization to make evidence-based decisions that enhance candidate engagement, optimize talent management, and foster an inclusive and equitable workplace.
In addition to other analytical projects, you’ll play an important role in helping the City’s 50+ departments better understand their candidate and workforce data. This will include providing excellent customer service as you liaise with department leadership to analyze their workforce data and responding to data requests. You’ll also help to upskill HR teams throughout the City by leading trainings on how to access and analyze data within the City’s various HR systems.
Responsibilities:
Data Analysis: Collaborate with stakeholders to identify and gather relevant employee data from multiple sources. Utilize statistical techniques and analytical tools to explore, analyze, and interpret complex datasets, identifying trends, patterns, and correlations that inform strategic workforce planning.
Reporting and Visualization: Develop visually compelling reports, dashboards, and presentations to effectively communicate data insights to stakeholders. Utilize data visualization tools and techniques to present information in an engaging and impactful manner, facilitating understanding and supporting data-driven decision-making at all levels of the organization.
Predictive Analytics: Forecast future workforce trends and identify potential talent gaps. Collaborate with HR and leadership teams to develop models that support succession planning, workforce forecasting, and proactive talent management initiatives.
Upskilling: Support Citywide analyst trainings on how to access HR data and apply appropriate statistical techniques, while ensuring data governance processes and standards are met.
Cross-Team Collaboration: Contribute to the ongoing City efforts by providing data-driven insights and recommendations. Collaborate with cross-functional teams involved in HR modernization efforts, including process improvement and change management initiatives, ensuring data integrity, quality, and alignment with City goals.
Desired Qualifications:
Bachelor's degree in Statistics, Economics, Business Analytics, Data Science, or a related field.
Proficiency in data analysis tools such as R, Stata, Python, or similar languages.
Experience with data visualization tools (e.g., Power BI) to create compelling visual representations of data.
Strong understanding of statistical analysis techniques.
Knowledge of HR processes, practices, and systems, preferably within a public sector context.
Excellent communication skills, with the ability to effectively convey complex data findings to non-technical stakeholders.
Strong attention to detail, critical thinking, and problem-solving abilities.
Ability to work independently, manage multiple projects, and meet deadlines in a fast-paced environment.

How to qualify
Education: Possession of a baccalaureate degree from an accredited college or university AND
Experience: three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution:
- Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
- Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
