Appointment Type: Temporary Exempt. Some positions are limited to 1,040 work hours in a year while other positions can last up to 2 years. In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority. Exempt employees are considered "at-will" and serve at the discretion of the department head.
SHIFTS: Monday through Friday, 8:00 AM to 5:00 PM.
The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description
Under direct supervision, the 1950 Assistant Purchaser performs professional duties in connection with the purchasing of a variety of materials, supplies and equipment. Assistant Purchasers are typically assigned duties of a well-defined nature and with increased experience are gradually assigned projects with a greater scope of responsibility.
The essential job functions include but are not limited to the following:
- Creates purchase orders, schedules, and monitors the delivery of material, equipment, and services in compliance with CCSF policies, procedures, and guidelines.
- Receives, analyzes, and edits requisitions for the purchase of materials, supplies and equipment.
- Confers with department personnel concerning the availability, cost, and use of commodities.
- Analyzes quotations and determines the most suitable vendors.
- Advises user departments and vendors regarding appropriate purchasing methods and procedures.
- Investigates and resolves complaints related to receipt of goods and performance of services.
- Maintains detailed purchasing records including commodity and service codes.
- Assists senior staff on large purchasing projects.
- Uses computerized systems to process purchase order, research vendors and produce reports as required.
- Obtains vendor quotes, including sourcing and negotiating of purchase requirements.
- Evaluates supplier quotes and services to determine most desirable suppliers.
- Establishes/maintains collaborative relationships with colleagues and vendors.
The 1950 Assistant Purchaser also performs other related duties as required.
How to qualify
EDUCATION: Possession of a baccalaureate degree from an accredited college or university.
SUBSTITUTION: Professional purchasing experience with responsibilities such as: identifying vendors and ascertaining quotes, selecting a vendor based on a set of criteria, identifying and negotiating terms and conditions and procuring goods and services, may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units/forty-five (45) quarter units equal one (1) year.
Desirable Qualifications:
- Purchasing experience ideally in hospital and or government setting.
- Purchasing experience within ERP systems (PeopleSoft, Oracle, SAP, etc.).
- Experience using PeopleSoft.
- Experience in supply chain and inventory management.
- Experience with resolving invoice discrepancies.

The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
NOTE: One year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
