The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.

Role description

The City and County of San Francisco's Jail Health Services (JHS) provides a comprehensive and integrated system of medical, psychiatric and substance abuse care to inmates/patients in the San Francisco County Jail system. The JHS mission is to provide comprehensive, compassionate and respectful care for incarcerated people while mitigating the effects of structural racism and historical injustices as a fully integrated and collaborative member of San Francisco's Public Health Department. 

JHS provides nursing services in all jails twenty-four hours a day, seven days a week. These services include patient screening, assessments, treatment, medication administration, patient monitoring and education. 

Under general supervision of the Nursing Director, the 2322 Nurse Manager (Correctional Facilities) performs the following duties:

  • Supervises, recruits, selects, assigns, orients, and evaluates professional and ancillary staff; determines staff competency and certifies staff for performing clinical procedures; assesses developmental needs of staff and provides educational opportunities; verifies validity of staff licensure; ensures compliance with body substance precautions and other infection control guidelines; counsels staff on performance expectations and discrepancies.
  • Participates in the development, implementation, and evaluation of clinical services, organizational standards, and utilization measurements in collaboration with others and in accordance with regulatory requirements within JHS.
  • Participates in the development, implementation, and evaluation of programs and clinical services, organizational standards, and utilization measurements in collaboration with others and in accordance with regulatory requirements.
  • Identifies, investigates, documents, and addresses problems, unusual occurrences, and complaints; makes recommendations and/or takes corrective action.
  • Identifies and deals with staff’s workers comp injuries while also taking steps to ensure safe work environment.
  • Works on the floor as-needed to support staff and may including performing, head-to-toe assessments, give medications, work with the medical team on subsequent plan of care.
  • Determines need/justification for staffing levels, equipment, services and supplies; ensures the maintenance of equipment and supplies; promotes personal and environmental safety.
  • Participates in committees related to aspects of patient care and organizational development/integration.
  • Responsible for the 24-hour operation, management and clinical nursing care at one (1) or more Jail Health Services facilities;
  • Responsible for the administration and evaluation of nursing practice and the environment of care including supervision, consultation and education of the nursing staff.

The 2322 Nurse Manager (Correctional Facilities) performs other related duties as assigned/required.

How to qualify

Minimum Qualifications

  1. Possession of a valid California Registered Nurse License; AND
  2. Possession of a baccalaureate degree from an accredited college and/or university in Nursing, Nursing Administration or a closely related field; AND
  3. Two (2) years (equivalent to 4,000 hours) of experience as a Registered Nurse in a correctional setting, general acute care hospital, or ambulatory clinic within the last five (5) years

Substitution:

  • Two (2) years of additional experience as a Registered Nurse in a general acute care hospital (a hospital which provides 24-hour inpatient care, including the following basic services: Medical, Nursing, Surgical, Anesthesia, Laboratory, Radiology, Pharmacy and Dietary Services) may be substituted for the educational requirement.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.

SPECIAL CONDITIONS: The above minimum qualifications reflect special conditions associated with the position(s) to be filled. They may differ from the standard minimum qualifications associated with this classification. 

  • Obtain and Maintain Background Jail Clearance as required by the San Francisco Sheriff’s Office (SFSO)

DESIRABLE QUALIFICATIONS: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring. 

  • Experience as a Nurse Manager (within the last two (2) years) in either a correctional, acute care, or skilled nursing setting. 
  • 5 years-experience as a Nurse in either a correctional, acute care, or skilled nursing setting
  • Experience and understanding of Nursing quality improvement measures and/or programs
  • Demonstrated Nursing management and leadership skills
  • Demonstrated experience in managing complex nursing schedules and staffing systems

Selection Procedures

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete an MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Training and Experience Evaluation: (Weight: 100%):
Candidates that meet the minimum qualifications will be invited to participate in a Training and Experience Evaluation that is designed to measure the knowledge, skills, and abilities in job related areas that have been identified as critical for satisfactory performance in this position.

Candidates will be required to respond to the training and experience evaluation in the time frame indicated and must submit the completed questionnaire as directed to have it evaluated. Responses cannot be changed once submitted. Candidates will be evaluated based on their responses. After the confidential eligible list is adopted the department may administer additional selection procedures to make a final hiring decision.

Eligible List Duration: The list resulting from this examination process will be 6 months.
