Role description

Under direction, the Contracts and Grants Senior Administrative Analyst performs difficult and detailed professional-level analytical work and is responsible for handling all aspects of procuring and administering professional services and grant contracts for the department. This position is responsible for leading the contract procurement process and managing related activities, including the certification process, term negotiations, execution, tracking, billing, closeouts, and other tasks as needed.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list; This position may include additional duties as assigned.

  1. May supervise and review the quality and completion of work of subordinate admin analysts and clerks.
  2. Manage workload of 40 to 50 contracts and grants.
  3. Conducts competitive bidding including developing Request for Proposals (RFP)/Request for Qualifications (RFQ), public noticing, facilitating bidder’s panels, facilitating selection panels, and writing award recommendations.
  4. Negotiates with grantees and contractors around scopes, budgets, and contract requirements in conjunction with program staff.
  5. Obtains approvals from various bodies including the DHS Commission, DAS Commission, Board of Supervisors, and the Civil Service Commission.  Drafts memorandum and sets up approval packets by following commission protocols and deadlines.  Presents information before commission in response to questions and as needed.
  6. Constructs the contract document. Creates the boilerplates and attachments. Obtains insurance and other requirements. Reviews and edits memos, scopes, budgets, and other documents. Ensures documents meet city requirements.
  7. Works with various city offices including Office of Contract Administration, Contract Monitoring Division, Office of Labor Standard Enforcement, Risk Management, Department of Technology, and the City Attorney’s Office.
  8. Processes modifications and extensions, which may include document changes and new approvals.
  9. Develops contract and purchase orders in the City FSP system.  Reviewing and approving invoices and payments. 
  10. Accesses the Department’s contracting and procurement databases including FSP, PACT, CARBON, and the Civil Service PSC database for various functions including procurement and approvals.
  11. Conducts annual fiscal monitoring of grantees and contractors.
  12. Provides excellent customer services to internal program and administrative staff, to city contractors and grantees, and to the public.
  13. Responds to requests for information from various sources in a timely fashion.  This may include BOS requests, budget requests, spending forecasts, contracts analyses, and information and public document requests.

How to qualify

1. Education: Possession of a baccalaureate degree from an accredited college or university;

AND

2. Experience: Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Special Condition: 12 months of recent verifiable experience in all of the following areas of contract administration: contractor solicitation and selection; contract development and production; review and processing of approvals; and contract maintenance.

DESIRABLE QUALIFICATIONS:

Selection Procedures:

Written Core Examination: (Weight 100%)

This is a standardized written multiple-choice examination. In accordance with Civil Service Rule 111.11.4, inspection privileges do not apply to the questions and answers in this examination.

Candidates who meet the minimum qualifications will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include, but not be limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis;
  • Ability to communicate written information (includes ability to proofread);
  • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas);
  • Ability to comprehend and understand written information;
  • Ability to use various computer software programs;
  • Ability to conduct research;
  • Ability to establish and maintain cooperative and effective working relationships;
  • Knowledge of and the ability to apply, principles, practices and procedures involving office operations.

A passing score must be achieved on the Written Core Examination in order to move forward in the hiring process.

This is a standardized examination and, therefore, test questions and test answers are not available for public inspection or review.

You will receive one or more scores with respect to the multiple-choice exam component. One will correspond to the core test component and, should any specialty subtests be added to that component, you may receive one or more additional "specialty" scores. Any scores attained on these components will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take any test components for which you have already attained a score. This core test is also used for 1820 Junior Administrative Analyst and 1822 Administrative Analyst. Therefore your test scores may be applied to one or more of these classes if you choose to apply to future recruitments. This is not the same exam that is used for 1824 Principal Administrative Analyst, as such your scores on this exam are not applied to any 1824 recruitments, and your scores from the 1824 exam cannot be applied to this recruitment. If the selection process for the future announcement is held within one year of the date of this examination and it includes any of these components [i.e., core exam or specialty subtest(s)], your score(s) for the corresponding test component(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test component(s). Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test component (core or specialty subtest) is used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Minimum Qualification Supplemental Questionnaire (MQSQ - Weight: Qualifying): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
