Salary Range (Steps 1 - 5): $51.8883 - $61.8711 hourly

Role description
Under the direction of the Associate Vice Chancellor of Instruction the 1824 Principal Administrative Analyst serves as the supervising classified staff member for the Office of Instruction and is responsible for planning, organizing, leading and participating in complex, sensitive and detailed analytical work in the areas of budget, financial/fiscal and operation processes for the office. This position supervises the efforts of the catalog editor, curriculum specialist, and schedulers in the development and maintenance of the college catalog, schedule of classes, and faculty workload.
Examples of Duties:
- Supervises and directs the efforts of Office of Instruction staff in the development and maintenance of the college catalog, schedule of classes, and establishment and monitoring of faculty workload.
- Analyzes, establishes, and monitors instructional and noninstructional budgets for departments based on the College’s overall budget for certificated expenses.
- Reviews and participates in the development of fiscal controls related to the College’s instructional and noninstructional expenses.
- Researches and analyzes departmental instructional and noninstructional budgets and expenses, and makes recommendations on College instructional planning.
- Analyzes College needs and establishes, documents, and monitors standards for the use of the catalog, schedule, and faculty workload elements of the College’s ERP system.
- Supervises the maintenance of the Catalog Module, Schedule Module, and related additional modules within the College’s ERP system (e.g.; Banner). Analyzes software updates affecting these modules and implements changes in College processes to leverage new functionality.
- Establishes and monitors Office of Instruction budgets, and supervises the publication of the printed college catalog, schedule of classes, and other related materials.
- Collaborates with IT on the deployment and maintenance of third-party software products that interact with the catalog, schedule, and faculty workload modules of the College’s ERP system.
- Develops production timelines for Office of Instruction work based on College needs, communicates related timelines to deans and department chairpersons, and ensures the efforts of Office of Instruction classified staff meet those timelines.
- Serves as a primary point of contact for other College offices to the Office of Instruction, primarily Admissions and Records, Human Resources, and Payroll.
- Supervises data entry related to faculty assignments for both instructional and non-instructional assignments. Supervises the collaboration of Office of Instruction staff with Human Resources and Payroll staff, and assists in the analysis and troubleshooting of faculty pay-related issues.
- Coordinates and collaborates with supervising deans and department chairs in monitoring full-time faculty workload balances.
- Collaborates on Management Information System (MIS) reporting, and works to ensure accuracy of MIS data related to catalog, schedule, and faculty assignments.
- Supervises the professional conduct of staff and promotes a work culture of cooperation, mutual support, and optimal customer service.
- Performs other duties and responsibilities as assigned by the Associate Vice Chancellor of Instruction.
How to qualify
These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.
1. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major college coursework as described in Note B, and four (4) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
3. Possession of a baccalaureate degree from an accredited college or university, and six (6) years full-time equivalent experience performing professional-level analytical work as described in Note A; OR
4. Possession of a baccalaureate degree from an accredited college or university with major college coursework as described in Note B, and five (5) years full-time-equivalent experience performing professional-level analytical work as described in Note A;
SUBSTITUTION: Applicants may substitute up to 2 years of the required education with additional qualifying experience in budget analysis, financial analysis and reporting, legislative/policy analysis, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.
Notes on Qualifying Experience and Education:
- Qualifying professional-level analytical experience must be in one or more of the following functional areas: complex budget analysis, development and administration; complex financial/fiscal analysis and reporting; development of complex contracting systems and administration of competitive bid processes and complex contractual agreements; development and evaluation of complex management/administrative policy; complex grant administration and monitoring; complex program evaluation and planning; complex legislative analysis; complex economic analysis; or other functional areas related to the duties of positions in Class 1824, where the primary focus of the job is complex professional-level analysis for evaluation, recommendation, development and implementation of major programs and functions of department/organization. Analytical experience equivalent to the duties of Class 1823 is considered qualifying.
- Coursework applicable to a baccalaureate or higher degree in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in Class 1824.
Desirable Qualifications:
- Experience with complex, sensitive and detailed analytical work in budgetary, fiscal policy, administrative policy and procedural/organizational issues.
- Ability to research, analyze and make policy and budget recommendations to the Associate Vice Chancellor of Instruction regarding instructional and non-instructional budgets, course sequencing and offerings, and other enrollment management decisions.
- Strong computer skills, including knowledge of database/ERP systems.
- Experience establishing and meeting production timelines involving inter-office collaboration.
- Ability to establish and maintain effective working relationships and customer service standards.
