Public Works currently has vacancies for the position of Street Inspector (6230) within our Street Environmental Services.

Street Environmental Services

Keeps the City’s streets, sidewalks and other public spaces clean with mechanical and manual sweeping, graffiti abatement and power washing. The 24/7 operation runs specialized operations, including the Hot Spots teams that focus on encampment cleanups, CleanCorridorsSF, which provides a weekly deep cleaning to neighborhood commercial corridors, and proactive illegal dumping runs in the most impacted areas. The team also supports volunteer programs to advance San Francisco’s cleaning and greening initiatives.

Appointment Type: Temporary-Exempt (TEX), Category 18. This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer and not exceed 36 months.

Role description

Under general supervision, as a Street Inspector, you will inspect the use, condition, and construction of streets, sidewalks, trench excavations, and repair projects to ensure compliance with Federal, State, and Municipal codes, specifications, regulations, and permits. You will also inspect building exteriors and lots visible from the public right of way that may constitute a public nuisance. Your duties include enforcing codes, regulations, and ordinances by notifying responsible parties of the need to repair sidewalks or maintain structures and lots on their property. Notify parties of non-compliance with permit use and any violations of health and safety codes and regulations, Title 24, or ADA mandates, and perform follow-up inspections to ensure compliance.

Important and Essential Duties:

As a Street Inspector, your duties may include but are not limited to the following:

  • Enforce the graffiti abatement program by posting notifications for corrective actions.           
  • Educate and inform San Francisco property owners and citizens of graffiti laws and ordinances; conduct outreach and provide public information materials.
  • Communicate with Bureau Street and Mapping in regard to construction sites, newspaper stands, and parklets to address graffiti.
  • Perform site inspections of streets, sidewalks, trench excavations, and utility repair projects; inspect general conditions or defects of streets and sidewalks.
  • Inspect permit use for obstructions such as news racks, flower stands, restaurant furniture encroachments, produce stands, building construction, or other obstructions to paths of travel, especially regarding compliance with the Americans with Disability Act and Title 24.
  • Inspect excavation sites, sewer projects and utility companies to ensure that proper shoring practices and traffic and pedestrian safety procedures are followed.
  • Inspect private and public property, identify violations, and enforce/issue Notice of Violations/Blights under Public Works codes and Ordinances.
  • Inspecting the placement of signs, flyers, or notices within the public right-of-way.
  • Inspecting the placement or storage of refuse receptacles either on or visible from the public right-of-way.
  • Reading and interpreting permits, plans, and specifications to determine if the condition and use of street, sidewalk, excavation, or repair projects follow codes, regulations, ordinances, and permit conditions.
  • Investigating requests, inquiries, and claims related to public right-of-way, encroachment, permit use, appearance/condition of buildings, structures, or lots, and public safety.
  • Conduct exterior inspections of buildings, structures, and lots that would be classified as a public nuisance such as deteriorated painted structures, broken windows, deteriorated awnings, graffiti, accumulated litter or debris, overgrown vegetation, and other quality of life issues.
  • Communicate with contractors, utility company representatives, property owners, permit holders, business owners, other City agencies, and the general public.
  • Provide depositions and testimony in court proceedings as a city representative.
  • Perform mathematical calculations including percentage, slope, area, and volume related to construction, maps, plans, and drawings.
  • Operating a motor vehicle in the course of your work duties.
  • Using electronic devices, such as computers, tablets, or smartphones. 
  • Utilize Microsoft Software programs/applications.

Working Condition: The nature of the work will require exposure to inclement weather conditions and will require exposure to hazardous materials and/or conditions found on construction sites and in an urban environment. Work on nights, weekends and/or holidays may be required.

How to qualify

Minimum Qualifications:
Experience:

  1. Three (3) years of experience in construction related to streets, roadways, and sidewalks;
    Or,
  2. Three (3) years of experience in construction related to code enforcement affecting the public right-of-way;
    Or,
  3. Three (3) years of experience in construction related to permit issuance; 
    Or,
  4. Three (3) years of experience in construction materials testing;
    Or,
  5. Three (3) years of experience in plan checking related to construction, maintenance, or use of the public right-of-way.

License and Certification:
Possession of a valid California Class C driver’s license.

Substitution:
Completion of the City and County of San Francisco 6229 Street Inspector Trainee Program may be substituted for the required experience.

Desirable Qualifications
The stated desirable qualifications may be used to identify candidates advancing to the interview process and/or to identify job finalist(s) at the end of the selection process when referred for hiring.

  • Experience in performing street and sidewalk work, such as excavating, demo and rough, and finishing concrete.
  • Knowledge of public right of way such as public sidewalks and streets.
  • Knowledge of sidewalk blocking, ADA requirements, and safe job site setup.
  • Knowledge of safety measures when working in public right of way and/or worksites.
  • Familiar with using a Computerized Maintenance Management System (CMMS).
  • Familiar with San Francisco's Graffiti Ordinance and posting a Notice of Violation.
  • Experience in preparing documents for Graffiti hearings.
  • Ability to de-escalate situations and work as a team.
