This is a full-time 3 year grant funded position. 

The San Francisco Arts Commission (SFAC) is hiring a Senior Monuments and Memorials Program Manager to manage Pulse Check: Accountably and Activation of Future SF Monuments, a special 3-year project dedicated to an assessment of the City’s Monuments and Memorials. Role description

The Monuments and Memorials Program Manager (MMPM) will assist the Civic Art Collection and Public Art Director (PAP Director) with implementation of Pulse Check. This project is informed by the results of the City’s work with the Monuments and Memorial Advisory Committee, as presented in the May 2023 Final Report, to review and examine the monuments and memorials in the Civic Art Collection. The Program Manager will manage the procurement and work of the equity audit contractor, artist advisors and community facilitators, the procurement and implementation of a number of art activations, and possible implementation of ongoing programming.  Duties include but are not limited to the following: 

  • Work closely with SFAC staff to further develop and refine program goals of Pulse Check: Accountably and Activation of Future SF Monuments.
  • Manage grant and deliverables; serve as liaison with Mellon Foundation
  • Conduct the selection process for an equity audit contractor, artist advisors, and community facilitators, including research and identification of consultants, writing and issuing Request for Qualifications (RFQ) and outreach for the RFQs. 
  • Conduct the selection process for art activations including establishing a pool of qualified panelists for activations, writing and issuing RFQs, developing and implementing an outreach plan to inform artists of the opportunity, researching and recruiting qualified artists, scheduling and conducting the artist review panels in accordance with SFAC protocols. 
     
  • Write, negotiate, and manage  all program contracts and loan agreements ensuring that all contractor/artist responsibilities, deliverables, and milestones are met. 
  • Work with Director and Senior Registrar to review artists proposals for feasibility, safety, and appropriateness of materials 
  • Oversee and manage the work of artists, fabricators, installers, performers, and other contractors in the implementation of temporary art and activation projects.  
  • Communicate with other City departments about project schedule, proposed sites for artist activations, and the specific approvals (i.e. permits) required from departments with jurisdiction over the proposed sites. 
     
  • Ensure that all phases of the project are thoroughly documented, maintain organized paper and digital file. 
     
  • Present the project to the Visual Arts Committee and Arts Commission at critical project junctures for approvals; make presentations of project to other city and governmental agencies, community organizations and the general public.   
     
  • Work with SFAC Director of Communications to develop community outreach and involvement plans, including attending community meetings and identifying community stakeholders.  Help plan and attend public events and other project publicity and public information. 
     
  • Anticipate and address possible problems or issues that may arise in course of the project to prevent future complications, and to use initiative, creativity and diplomacy to address and resolve any problems and conflicts that arise in the course of the project, either technical issues, or disagreements between the parties, problems with the interface between the project and the community to name a few.   
     
  • Job requires attendance at some evening and/or weekend meetings, events or workshops.  It also requires site visits to construction sites and fabrication shops and artist’s studios to monitor the progress of the fabrication and installation of artists’ work. 
     
  • Contribute to the efforts of the PAP Director, other program staff, and the commission to develop policies, procedures and guidelines as necessary.  

How to qualify

Education:

Possession of a Baccalaureate Degree from an accredited college or university.

Experience:

Three (3) year full-time equivalent experience performing professional-level management and/or administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, development and administration of contractual agreements and/or grants, or other closely related functional areas.

License and Certification:

Substitution:

Applicants may substitute up to 2 years of required education with additional qualifying experience in program/office/operations management, budget development and/or administration, or contract/grant administration. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

 Desired Qualifications

  • Two years work experience in Public Art including commissioning and installation.
  • Experience in public art and program management, and ability to manage multiple contractors and work with a variety of stakeholders.
  • Familiarity and experience working with San Francisco communities and institutions, namely the artist community, local community groups, and arts and culture organizations.
  • Experience in navigating, working in or with local, state, or federal government.
  • Experience and recognition for working successfully within historically underseved communities, and with a wide range of diverse stakeholders.
