Role description

ABOUT REAL ESTATE SERVICES

The Real Estate Services (RES) Division of the San Francisco Public Utilities Commission (SFPUC) earns revenue through renting real property in seven counties over which the SFPUC has jurisdiction. The SFPUC's diverse real estate portfolio includes over 600 commercial, recreational, retail, industrial, and agricultural leases in seven counties (San Francisco, San Mateo, Santa Clara, Alameda, San Joaquin, Stanislaus, and Tuolumne).

RES staff acquires property and easements for SFPUC projects and sells underutilized property.  RES staff also negotiates leases for office and industrial space required by other SFPUC divisions.  Along with their colleagues, RES staff seeks to protect the SFPUC by vetting proposed third-party projects for potential negative impacts on SFPUC infrastructure and lands.

Position Summary

The Real Estate Finance and Asset Manager position is a senior position requiring leadership, pragmatism, excellent analytical and negotiating skills, deep transactional experience, management expertise, and excellent written and oral communication skills. The Real Estate Finance and Asset Manager oversees and directs the administration of SFPUC income-producing and other leased property, including the financial, regulatory, and legal aspects.

The Real Estate Finance and Asset Manager is responsible for negotiating complex real estate agreements. Most projects are large in scale, financially significant, and politically and environmentally sensitive, with potentially significant impacts on the environmental vitality of the SFPUC watershed lands.

The Real Estate Finance and Asset Manager manages many real estate projects jointly with other SFPUC divisions.

The essential job functions include, but are not limited to, the following:

  • Manages the division’s staff and consultants; supervises subordinate staff administering over 600 existing leases and licenses to ensure that SFPUC tenants and licensees have met all financial, insurance compliance and other obligations through software systems.
  • Manages, oversees, and improves the division's operations for lease administration, finance, insurance compliance and data (paper and electronic) management.
  • Manages the SFPUC’s lease revenue collections (including monthly tenant invoicing and aging), receivables, collections, and rent credits.
  • Manages the division’s bi-annual budget, budget updates, and rent projections.
  • Manages the Real Estate Services Division rent billing and receivables, and property tax allocations and payments.
  • Provides financial review and analysis of buyers' and tenants’ financial documents (profit/loss statements, balance sheets and audited financial statements).
  • Responds to internal and external audits, as performed by visiting oversight agencies and/or the Controller's Office City Services Auditor (CSA) and financial reporting.
  • Leads the in-depth financial analysis of SFPUC real estate leasing and purchase and sale opportunities, and manages a periodic fair market rent appraisal process for existing tenants, including appraisal arbitration, primarily through the management of subordinate staff and consultants, including appraisers.
  • Oversees the procurement, negotiation, and administration of as-needed professional services contracts and reviews subordinates’ work product for timeliness and effectiveness.
  • Negotiates and administers complex real estate agreements, including high revenue and specialty leases and licenses.
  • Coordinates the activities of the division with the staff of other SFPUC divisions, other City departments, and outside agencies; explains and justifies Commission procedures, policies, or programs; negotiates and tries to resolve difficult issues.
  • Makes public presentations.
  • Maintains positive working relationships with staff, internal and external agencies, and the general public in a complex environment.
  • Drives to project locations, including remote areas.
  • Performs related duties as required by the Real Estate Director.

How to qualify

If you are interested in this job, we are looking for people that have the following minimum qualifications:

Education:

  1. Possession of a baccalaureate degree from an accredited college or university. AND

Experience:

  1. Seven (7) years of verifiable experience in budget, financial or fiscal analysis and reporting, projections, and utilizing detailed proformas valuations of commercial real estate organizations, including experience creating and negotiating; of which three (3) years must include experience in supervising professional staff engaged in the above work. AND

License and Certification:

  1. Possession of a valid California driver's license (to be presented at the time of appointment and maintained throughout the candidate's employment).

Substitution:

Additional qualifying work experience as described above may be substituted for up to two years of the required education on a year-for-year basis. (One year of work experience is equal to 30 semesters or 45 quarter units)

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

  • Juris Doctorate or Master’s Degree in Business Administration, Public Administration, Urban Studies, Economics, Finance, or a closely related field.
  • Direct experience with Yardi software application (a lease administration program),  Exigis software application (an insurance compliance program), and SharePoint (a web-based database).
  • Significant experience in financial analysis, budget preparation, and audit response.
  • Proven ability to master new systems.
  • Significant experience negotiating complex real estate agreements.
  • Direct experience with specialty leases such as golf courses and quarry leases.
  • Strong experience in making presentations to public officials, agencies, and community organizations.
  • Strong management and organizational skills, including document organization.
  • Intermediate to advanced Excel skill level.
  • Proven ability to analyze the economic feasibility of proposed property uses, and problem-solve; establish and maintain cooperative business relationships.

    Employees of the City and County of San Francisco may submit performance evaluations showing duties performed to verify qualifying City experience.  City employees will receive credit for the duties of the class to which appointed.  Credit for experience obtained outside of the employee’s class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules.  CCSF employees will not receive credit for experience obtained outside of their classification unless recorded in accordance with the provision of the Civil Service Rule 110.9.1/111A.11.2.

    Experience claimed in self-employment will only be accepted if supported by documents verifying income, earnings, business license, and experience comparable to minimum qualifications above.  Copies of income tax papers or other documents listing occupation and total earnings must be submitted.

    Verification of required valid licensure/certification typically must be a photocopy of the license/certificate including the name of the issuing agency as well as the name of the license/certificate holder, license/certificate number, and expiration date.

    All work experience, education, training and other information substantiating how you meet the minimum qualifications must be included on your application by the filing deadline.     Selection Procedures:

    After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

    Minimum Qualification Supplemental Questionnaire (MQSQ): (Weight: Qualifying) Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

    Oral Performance Examination: (Weight: 100%)

    Candidates deemed qualified will be invited to participate in an oral examination designed measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: oral communication ability, knowledge of contract administration, budget preparation, organizational skills, and managerial skills.  The oral exam will be conducted in-person in San Francisco, CA, in front a computer with a proctor.

    Only qualified candidates of the oral exam will be notified of the exact date and time of the oral examination.
    A passing score must be achieved on the oral exam in order to continue in the selection process and be placed on the eligible list. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

    NOTE:  Applicants who meet the minimum qualifications are not guaranteed to advance through all of the steps in the selection process.

    Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

    The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
