This is a Position-Based Test conducted in accordance with CSC Rule 111A.

Role description

The Rates Manager reports to the Director of Financial Planning and is a key member of the SFPUC's Financial Planning Team. This role is responsible for rate administration and development, the administration of the financial provisions of the Water Supply Agreement with wholesale customers, external communication on rates, and strategic financial planning. 

Essential Functions:

  • Directs the development, implementation, and administration of water, sewer, and power rates and charges.
  • Manages consultant cost of service studies as required by the City Charter.
  • Develops and administers contractual rates of water, sewer, and power services.
  • Administers audits related to contractual rates.
  • Manages research projects on innovative rate frameworks to achieve agency strategic goals.
  • Develops materials and represents the SFPUC in rate-related requests and strategic financial planning.
  • Supports the development of the SFPUC 10-Year Financial Plan.
  • Supports the development of the SFPUC revenue budget forecasts.
  • Sets a high standard for quality assurance and quality control for their work product.
  • Participates in the structuring of positions assignments to meet organizational needs and strategic business goals, plans, programs, and initiatives.

How to qualify

Education: Possession of a bachelor's degree from an accredited college/university; AND

Experience: Five (5) years of experience in financial planning, utility rates, budgeting, financial forecasting, financial audits, and/or strategic planning.

Substitution: May substitute up to two years of education with additional years of experience as described above on a year-for-year basis. One (1) year is equivalent to thirty (30) semester for forty-five (45) quarter units.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Experience performing cost allocations and/or developing cost-based utility rates
  • Experience interpreting legislation, regulations, or contracts and administering and/or implementing programs accordingly
  • Experience supervising analytic staff
  • Advanced knowledge of financial forecasting, economic analysis, and/or financial modelling
  • Excellent writing and communication skills on sensitive and complex technical topics
  • Interest in applying financial experience to the SFPUC's mission to provide efficient, equitable, and sustainable water, power, and sewer services

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualifications Supplemental Questionnaire (MQSQ): Candidates may be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Online Supplemental Questionnaire (Weight: 100%): The purpose of the Supplemental Questionnaire (SQ) is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to: Knowledge of utility cost of service systems and processes; Ability to communicate and present technical concepts using presentations, figures, and models; Ability to analyze and interpret contract, legislation, and/or regulatory standards; Ability to develop, plan, coordinate and direct the work of subordinates and analytic staff; Ability to communicate and present technical concepts using presentations, figures, and models; Knowledge of management and administrative techniques in the development of programs and processes to achieve agency policy goals.

Qualified candidates will be sent email notices to complete the MQSQ and SQ exam. Failure to complete these steps by the established deadlines will result in disqualification.

A passing score must be achieved on the exam to be placed on the eligible list and continue in the selection process. Additional selection processes, like interviews, may be conducted by the hiring department prior to making final hiring decisions.

 

What else should I know?

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
