Amid a dynamic and ever-evolving urban landscape, the San Francisco Recreation and Park Department stewards one of the premier urban park systems in America.  San Francisco recently became the first city in the United States for which 100% of its residents live within a ten-minute walk of a park.  Considered by San Franciscans to be one of the City’s most popular and effective public agencies, our department manages and maintains more than 225 parks, playgrounds, and open spaces in San Francisco, including two outside of city limits: Sharp Park in Pacifica and Camp Mather in the High Sierras. Our 4,100- acre system includes 25 recreation centers, 9 swimming pools, 5 golf courses and numerous athletic facilities, including sports courts, ball diamonds, soccer fields and gymnasiums. Included in the department’s responsibilities are Golden Gate Park, Coit Tower, the Marina Yacht Harbor, the Palace of Fine Arts, and TPC Harding Park golf course.

Role description

The 0932 Director of People and Organizational Culture is responsible for the strategy and governance of the Recreation and Park Department's (REC) Human Resources Division.  In this role you will drive critical operations and support key departmental objectives by overseeing talent acquisition programs, navigating, and resolving employee relations issues, directing health and safety programs, managing compensation activities, and delivering human resources (HR) programs and policies. The Human Resources Manager serves as the strategic partner and change agent in developing HR programs and solutions to drive REC's diversity and equity initiatives, supporting its Strategic Plan and objectives and in embracing and reinforcing its core values.

The position is responsible for ensuring compliance with federal, state, and local laws, applicable MOUs, contract provisions and Civil Service Rules.  Managing a staff of Human Resources and Environment, Health & Safety personnel, the Human Resources Manager is responsible for planning, organizing, and implementing all HR functional areas including Classification and Compensation, Payroll/Processing, Recruitment/Examinations, Labor/Employee Relations as well as Risk and Change Management. 

This position reports to the Director of Administration and Finance (Chief Financial Officer).

Essential Duties and Responsibilities:

  1. Identifying, developing, and implementing department goals, objectives and policies, and establishing priorities in support of the strategic plan;
  2. Determining resource allocation and service levels according to established policies;
  3. Providing executive leadership with data, analysis, recommendations and advice regarding employment trends, best practices, workforce development and succession planning, and characteristics of REC’s workforce to meet departmental staffing needs;
  4. Managing activities related to the operation of complex and large computerized payroll and personnel system, monitoring investigations and fact-finding processes for resolution of employee relations matters;
  5. Reviewing and approving disciplinary actions for consistency/compliance;
  6. Establishing and reporting on HR performance metrics to measure program effectiveness;
  7. Monitoring and evaluating effectiveness/efficiency of the division’s organizational structure, staffing levels, and other internal operations;
  8. Identifying and recommending alternative approaches for service enhancements and implementing changes;
  9. Developing and maintaining relationships with the Mayor’s office, Board of Supervisors, Controller, Department of Human Resources, labor organizations, other City agencies, the San Francisco Civil Service Commission, and other stakeholders to negotiate and resolve issues and pro-actively implement workplace priorities;

Representing REC and making presentations before the Civil Service Commission, Board of Supervisors or other official meeting or proceedings.

How to qualify

Minimum Qualifications:

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Eight (8) years of professional human resources experience performing duties that include significant assignments in one or more areas of recruitment and selection; classification and compensation; employee and labor relations; human resources operations; and/or health and safety. Qualifying experience must include three (3) years supervising human resources professionals in these areas. 

Substitution:  Applicants may substitute the required education with additional qualifying experience on a year for year basis [up to a maximum of two (2) years].  One (1) year is equivalent to thirty (30) semester units/forty-five (45) quarter units.

Selection Procedures:

1. Supplemental Questionnaire - Weight: 100%

Qualified candidates will be sent a supplemental questionnaire to explore personal, specific job-related experience.

A passing score on the supplemental questionnaire is required to be placed/ranked on the Eligible List. Candidates will be placed on the eligible list in rank order according to their final score.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
