Role description

The People Technology Program Manager supervises IS Engineer staff and provides technical leadership and direction for completion of major projects. This role serves as the lead technical architect and systems integrator for large complex systems and ensures best practices, use of logical methodologies, and robust business partnering to meet the needs of human resources and the operations. As a technical expert, you will perform and review complex work involving analysis, planning, designing, implementation, maintenance, troubleshooting and enhancement of complex large systems. You will work on a nimble, customer-service- and solution-oriented team, within the People Performance and Development (PPD) team, or SFO’s human resource functions, and report to the Director of People, Performance & Development.

People Technology Management

  • Determine installation parameters that enable for smooth integration and efficiency.
  • Perform complex systems integration for interoperability over dissimilar platforms and technologies to integrate protocols, software, hardware, and communications platforms.
  • Customize large systems software, using programming languages to write "user exits.”
  • Manage technical support and work with software and hardware vendors as needed necessary.
  • Prepare specifications and procedures documentation.
  • Determine problems and provide corrective measures and technical support to anyone utilizing services and functions provided by the system or network.
  • Oversee data backup and recovery, ensuring sufficient generations of backup are available for data restoration.
  • Implement and maintain upgrades, updates, or fixes for core operating systems and their related components, without negative impact to the overall availability and reliability of the systems.

Technical Analysis

  • Analyze and evaluate systems software, hardware, and communications strategies.
  • Research and conduct feasibility studies on new hardware and software; provide estimates and make research-based recommendations.
  • Determine necessary system requirements; establish hardware and software standards.

People Responsibilities

  • Plans, manages, monitors, evaluates, and supervises staff; lead and develop employees by setting clear performance objectives and goals, regular and honest feedback, and individualized development plans.
  • Make recommendations affecting PPD vision, initiatives, programs, services, and budget expenditures.
  • Coordinates work activities to prevent delays in required actions or to improve programs or services; assists in the identification, development, and implementation of Airport goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies.
  • Advises and consults with managers; meets with appropriate staff to identify and resolve problems or conflicts; recommend final decisions regarding policy, operations, and administrative procedures.
  • Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives; monitor expenditures in accordance with the approved budget; and provides executive management with an early warning and practical options to potential cost overruns.

How to qualify

Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].

Experience: Five (5) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.

Substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

  • Problem-solving skills needed to develop alternative solutions within established guidelines and standards while minimizing disruption.
  • Excellent communication skills, and ability to comprehend and apply professional journals, manuals and literature.
  • Excellent teamwork skills.
  • Experience working with human resources technology systems (e.g., PeopleSoft, ServiceNow, SumTotal).
  • Hands-on experience with ServiceNow configuration/set up would be advantageous.
  • Awareness of data privacy relating to human resources data capture and maintenance.
