Our Office

The Office of the Assessor-Recorder is responsible for carrying out property tax-related functions governed by the State Constitution and State and local laws. Our core responsibilities include locating all taxable property in the City and County of San Francisco, identifying ownership, establishing a taxable value, and applying all legal exemptions. Property broadly includes both real property and personal property owned by businesses. The Office of the Assessor-Recorder is also responsible for recording documents and maintaining those public records. Over 400 different types of documents are recorded annually, including deeds of trust, reconveyances, liens, and public marriage licenses. The Office is also responsible for collecting any transfer tax due upon a change in property ownership. The Office of the Assessor-Recorder strives to conduct our work with the core principals of professionalism and integrity. 

What We Do

We’re proud of our work to ensure the financial stability of San Francisco. This past year, our Office successfully enrolled property cumulatively valued at over $328 billion generating over $3.7 billion dollars in property tax revenue. This revenue is the single largest source of the City’s General Fund, representing a contribution of over $2.4 billion or nearly one-third in Fiscal Year 2020-21. These funds pay for crucial services ranging from public safety and education to neighborhood improvements and health and family support services.

Our success is a product of the Office’s continued focus and investment in our people, systems, services, and engagement. In recent years, we have taken significant steps toward modernizing our operations, including helping to lead a cross-departmental effort to modernize city-wide Property Assessment & Taxation Systems (Project SMART). When our new system goes live, it  will replace the legacy property assessment system we currently depend on to manage the City’s $328 billion in assessed property value, providing increased security, efficiency and service, including greater integration with other City systems like those managed by our sister finance departments at the Office of the Treasurer & Tax Collector and the City Controller's Office.

Role description

Under the supervision of the Standards Chief, the Principal Standards Analyst will ensure the Assessor-Recorder’s Office has the data analysis and reporting to meet its outcome and performance goals leading up to, during, and after the SMART system implementation. The Standards Principal Analyst will be responsible for the creation and upkeep of ASR operations and performance dashboards.

Duties may include, but are not limited to:

  1. Working in collaboration with the Operations Performance Team, manage or support the development of year end performance reports to upper ASR management and assessed annual reports for publication and sister agencies.
  2. Support the development of new operational policies, procedures, programs, and projects including implementation of new legislation such as Proposition 19.
  3. Investigate and report on best practices amongst peer organizations and perform benchmarking against peers, as assigned.
  4. Manage, develop, and support new agency partnership initiatives such as assessment appeal scheduling working with the Clerk of the Board and ASR Office Administrative Supervisor.
  5. Manage and support the development and tracking of internal performance metrics and report departmental performance, as assigned.
  6. Manage or support the production  and maintenance of Power BI performance dashboards for the Department.
  7. Work with ASR management to develop additional analytical capacity to support initiatives to increase standardization within business units. 
  8. Work with Standard’s Mapping team to support parcel genealogy and APN validation, and support data improvement efforts and partnerships, as assigned by Chief Appraiser of Standards and Mapping. 
  9. Support departmental capacity to increase data transparency and accessibility to the public and policymakers. This work will at times require close coordination with the Deputy Assessor for Operations, Public Affairs Team, and other senior operational managers.
  10. Manage and support the development and implementation of tracking, analysis, and reporting of “return on investment” for the department.
  11. Manage, develop, and maintain public-facing Power BI dashboards that address questions of public interest. Examples may include what neighborhoods see the most real estate activity, changes in the volumes of recorded documents that indicate financial distress, and/or the growth rate of value per square foot by area.
  12. Manage and support departmental capacity to clearly communicate office-wide goals and values with internal and external stakeholders, including helping to respond to questions received from the public or other agencies as assigned.
  13. Performs other duties as assigned.

How to qualify

These minimum qualifications are to be used as a guide for establishing the education, training, experience, special skills and/or license which may be required for employment in the class. Although these minimum qualifications are typical of the class, additional minimum qualifications and special conditions may apply to a particular position and will be stated on the job announcement.

Education and Experience:

Possession of a baccalaureate degree from an accredited college or university, and five (5) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.

Substitution:

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.

Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Special Condition:

Twelve (12) months Senior level experience working with Business Intelligence (BI) Reporting

Selection Procedures

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualifications Supplement Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

Written Multiple-Choice Examination - (Weight: 50%)
Candidates will be invited to participate in a written, multiple-choice examination, designed to measure their relative knowledge, skills and abilities in job-related areas. The “core” multiple-choice examination component may include but not be limited to:

  • Ability to evaluate/analyze information/data and to exercise good judgment relative to that evaluation or analysis
  • Knowledge of, and ability to apply, financial/fiscal principles (including the ability to use mathematical and statistical formulas)
  • Ability to use various computer software programs

Supervisory Test Battery - (Weight: 50%)

A passing score on the Written Multiple-Choice Examination and Supervisory Test Battery must be achieved in order to be placed on the Eligible List.

What else should I know?

Eligible List/Score Report:

A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
