Role description
Under supervision, incumbents perform a variety of professional social work duties involving casework, case management, and continuing client investigation and processing for social work programs in various Human Services Agency programs.
Specific details regarding the two (2) Programs and vacancies are below:

For Welfare to Work (WtW)
CalWORKs provides temporary financial assistance and support to eligible families with (or expecting) children. Benefits include cash assistance, food, child care, and health care coverage. CalWORKs also provides job and education assistance and other services, even after leaving the program. In most cases, all family members on CalWORKs who are 18 or older participate in the Welfare-to-Work employment services program. This program helps create individualized plans to succeed in work, training, school, or other activities.
Essential duties:
- Screens and determines Housing Support Program (HSP) eligibility, and assists CalWORKs families with housing-related needs.
- Helps families at-risk of homelessness maintain their current housing .
- Conducts assessments to develop appropriate case plan; prepares summaries of clients' functional limitations, barriers, and/or needs; makes referrals to community services.
- Educates and helps participants navigate through program expectations, policies and procedures, and service resources.
- Partners or collaborates with other internal agency staff, community organizations, collaterals, and service representatives to provide clients with the services they need.
- Participates in regular case consultations to discuss client assessments and case plan.
- Compiles and submits statistical and narrative reports.
For County Adult Assistance Programs (CAAP)
The 2916 Social Work Specialist, will provide comprehensive case management to hard to serve clients with disabling medical and mental health condition that includes conducting initial screening and assessment, coordinating assessments by medical and mental health practitioners, providing summaries of clients functional limitations, and making collateral contacts with representatives of Social Security Administration and California Department of Social Services. The social work Specialist will explain Social Security Regulations to clients and to HSA staff.
Essential duties:
- Conducts assessments of the clients' functional ability, describes and documents the clients' functional limitations, if any.
- Establishes effective collaborative relationships with Eligibility Workers, Employment Specialists, and other referral sources.
- Provides case management to enable clients with disabilities to apply and qualify for Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI).
- Establishes effective working alliances with difficult to serve clients who frequently miss appointment and may not recognize that they have disabling conditions.
- Consults with Disability Evaluation and Consultation Unit (DECU) staff physicians, psychologists, and/or licensed clinical social workers as needed to determine if the client is disabled and identify the medical and mental condition(s) that are the basis of the disability.
- Completes all necessary documentation and/or applications materials and non-medical evidence needed to support the application for Social Security Benefits.
- Delivers completed application packets to Social Security Administration (SSA), establishes and maintains effective liaison with staff in SSA district office and the Department of Developmental Services (DDS) to ensure that the staff evaluating the application has all necessary information.
- Researches and requests relevant medical records.
- Reviews, evaluates, and organizes the medical records with the assistance of the physicians, psychologists, and/or licensed clinical social workers.
- Schedules clients for consultative exams with DECU staff when indicated and ensure that clients attend appointments.
- Assists the client with referral to housing, money management, medical and other treatment providers as indicated.
How to qualify
1. Education: Possession of a baccalaureate degree from an accredited college or university;
AND
2. Experience: Two (2) years of social casework or employment services experience with a public or private agency/organization.
Substitution of Education: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester or forty-five (45) quarter units equal one (1) year.
Substitution of Experience: Possession of a Master’s degree in Social Work or Counseling may be substituted for one (1) year of the required experience.

Selection Procedures
The selection process will include evaluation of applications in relation to minimum requirements and assessment of candidates’ job-related knowledge, skills and abilities in an oral interview, which may include a written or performance exercise.
Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum requirements are not guaranteed advancement in the selection process.
