The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of two main Divisions - the San Francisco Health Network and Population Health. The San Francisco Health Network is the City’s only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers.
Role description
The Health Information Management (HIM) Operations Manager (0923 Manager II) manages activities of the Department of Public Health’s Health Information Management Department related to the development, implementation, and maintenance of health information in compliance with federal and state laws and generally accepted HIM best practices. The position oversees and supports standardization of forms and processes and maintains policies and procedures across Department of Public Health for Health information Services, and oversees activities related to documentation storage, imaging, release of information, transcription, and health data analysis. The HIM Operations Manager (0923 Manager II) is responsible for complex operational activities or projects, including planning, monitoring, executing, and evaluating Health Information Services infrastructure projects in a hybrid electronic environment. The incumbent trains and evaluates the activities of personnel, participates in budget development by providing detailed justification for proposals or initiatives, prepares reports, memorandums, and correspondence, and maintains statistical records. The HIM Operations Manager (0923 Manager II) directs the allocation of human resources and supplies to achieve timely outcomes and measurable goals within budget and assists in developing and implementing operational policies for efficient operations.
The Health Information Management Services Manager (0923 Manager II) performs the following essential job functions:
- In concert with Utilization Management, Patient Financial Services, Compliance, Quality Committees and Health Information Management (HIM) Department supervisors and managers, organize and prioritize all work to ensure that records are completed to assure compliance with regulatory requirements.
- Provide leadership and direction to multiple system-wide functions of the Health Information Management (HIM) Department including Data Management, Data Integrity, E-Forms, Autofax, and Transcription, Release of Information, Deficiency management and Chart Correction.
- Prioritize functions and monitor productivity tactfully and strategically.
- Oversee the development and execution of contract terms with independent contractors and vendors and ensures contractual compliance and quality of service delivery.
- Manage workflow change to prevent back logs and maintain policies and procedures related to key indicators, processing, and currency of data.
- Participate in quality improvement peer review for electronic health information systems for data completion.
- Conduct training and in-service education for assigned staff and serve as an expert on Health Information Management Service systems, issues, and projects based on assessed and/or identified needs.
- Support staff with effective recruitment, hiring, mentoring, and counseling.
- Provide strategic planning of operations to support organizational business development/ strategic planning, decision support, outcomes analysis, information exchange, comparative data analyses, resource allocation, credentialing, and health policy decisions.
- Direct the activities of the Data Management function for the HIM department including serving as Chair of the FORMS Committee and disaster management.
- Participate in monitoring, evaluating, educating, and improving the quality of health information; identify problems, track trends, and initiate actions to improve performance towards achieving departmental standards.
- Ensure accountability for data quality with appropriate staff; identify education and training needs concerning the relationship of health record entries and health record management to data quality, information integrity, patient outcomes, and business success of the organization; ensure the development and implementation of appropriate training programs.
- Oversee the maintenance of data integrity and quality through system management activities by ensuring data integrity is abstracted and mapping consistent with guidelines outlined by TJC, HCAI, CMS, California Department of Public Health, and department policy.

How to qualify
Required Minimum Qualifications (all applicants must verify that they meet both elements below):
1. EDUCATION: Possession of a Bachelor’s degree in Business Administration, Healthcare Management, or a related field from an accredited college or university,
AND
2. CERTIFICATION: Possession of a valid, unrestricted certification as a Registered Health Information Administrator (RHIA) OR Registered Health Information Technician (RHIT) from the American Health Information Management Association (AHIMA),
AND
3. EXPERIENCE: Five (5) years of verifiable, full-time experience overseeing a health information management (HIM) department that must include experience with an integrated electronic health information system (preferably EPIC).
Education substitution: Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester or forty-five (45) quarter units.
Note: One year of full-time employment is equivalent to 2,000 hours of qualifying work experience (one year if performed full-time at 40 hours per week). Any overtime hours that were worked above 40 hours per week are not included in the calculation to determine qualifying hours worked.

Desired Qualifications:

- Two (2) years of qualifying experience includes supervising professionals
- Bachelor’s degree in Health Information Management
- Knowledge and proven ability to manage health information systems such as 3M MModal, EBRS, EDRS, EPIC chart correction, EPIC release of information, EPIC Chart Analysis and Deficiency, ONBASE Scanning, indexing, QA and EPIC Reporting
- Certified Documentation Integrity Practitioner (CDIP) from AHIMA
- Certified in Healthcare Privacy and Security (CHPS) from AHIMA
- Strong change management skills, including use of data analytics and reporting and the ability to use qualitative and quantitative data to prioritize initiatives.

Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates may be required to complete an MQSQ as part of the employment application. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

A passing score must be achieved on the Supervisory Test Battery to continue in the selection process. This is a standardized examination and, therefore, test questions and answers are not available for public inspection or review. Scores attained on the Supervisory Test Battery will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to take the Supervisory Test Battery. The Supervisory Test Battery may be used for many other classes; therefore, your test score may be applied to one or more of these classes if you choose to apply to future recruitments. If the selection process for the future announcement is held within one year of the date of this examination and it includes the Supervisory Test Battery, your score will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score to the other announcement or (b) re-take the Supervisory Test Battery. Retesting is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the Supervisory Test Battery is used.
