The Assistant Chief of Branches is a senior management position and a key member of the San Francisco Public Library’s executive leadership team. The Assistant Chief of Branches reports directly to the Chief of Branches and assists the Chief of Branches in overseeing the operations of twenty-seven neighborhood branch libraries. This position is responsible for supervising a team of District Managers who coordinate the day-to-day operations within their districts. The Assistant Chief of Branches works collaboratively with the Chief of Branches and other Division Chiefs to contribute to the planning, organization and overall administration of the Library system including implementation of policies, services, and innovations.
Essential functions of the position include, but are not limited to:
- Manages and leads the operations of the twenty-seven neighborhood libraries public service;
- Supervises, evaluates and trains District Managers;
- Works closely with Library Human Resources on talent acquisition activities and professional development of branch staff;
- Serves on the Public Services Team to evaluate, recommend, and plan implementation of new library services;
- Evaluates procedures, identifies and analyzes problems and issues, and implements new procedures of the assigned programs;
- Provides support for the preparation and management of the division’s operating budget; monitors expenditures and financial reporting for the Division;
- Monitors performance measures, evaluates programs and services and makes administrative decisions regarding resource allocations within the Division;
- Prepares and presents the activities and programs of the Branch Division to the public, Library Commission, and other major stakeholders
- Administers programming resources and grants funded by the Friends of the San Francisco Public Library;
- Participates in professional development and attend professional conferences and presents innovative library services as a representative of the San Francisco Public Library;
- Works closely with library support groups including the Friends of the San Francisco Public Library and/or the Council of Neighborhood Libraries to leverage community support for library programs and services;
- Serves as Acting Chief of the Branches as needed; and
- Performs other job-related duties as assigned.
How to qualify
1. Possession of a Master’s degree in library and information studies (MLS/MLIS) from a college or university program accredited by the American Library Association; AND
2. Four (4) years of progressively responsible professional experience managing, and/or coordinating public programs, services, and/or community engagement activities for a large urban library.
Note: One (1) year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Desirable Qualifications: The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Two (2) years of experience in supervising and developing professional Library staff
- Excellent analytical skills in evaluating library programs and services; and resolving challenges creatively and strategically
- Demonstrated ability to interact professionally and effectively with internal and external stakeholders in a highly diverse community
- High level communication skills with ability to engage the public and make connections with multiple constituencies through effective presentations
Compensation and Benefits: The normal annual salary range is $134,524 - $171,678. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

Minimum Qualification Supplemental Questionnaire (Weight: Qualifying): Candidates will be required to complete a Minimum Qualiﬁcation Supplemental Questionnaire (MQSQ) as part of the employment application. This MQSQ is designed to obtain speciﬁc information regarding an applicant's education and experience in relation to the Minimum Qualiﬁcations for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualiﬁcations.
Training and Experience Supplemental Questionnaire Evaluation (Weight: 100%) Candidates who meet the Minimum Qualifications will be emailed a Training and Experience Supplemental Questionnaire that is designed to measure the knowledge, skills, and abilities in job related areas which may include but not be limited to: knowledge of management and administrative skills in library operations; ability to manage public programs and services; ability to develop policies and procedures; analytical ability, supervisory skills, and written communication skills. Candidates will be required to complete and submit the Training and Experience Supplemental Questionnaire in the time frame specified in order to be evaluated and rated. A passing score must be achieved on the Training and Experience Supplemental Questionnaire Evaluation in order to be placed on the Eligible List/Score Report in rank order according to their final scores.
What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be of twelve (12) months, and may be extended with the approval of the Human Resources Director.
Certification: The certification rule for the eligible list resulting from this examination will be Rule of the List. Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.
