The San Francisco Department of Public Health’s Information Technology Department is the technology services provider within Public Health, delivering technology infrastructure and services to approximately 10,000 users within the organization to help support over 100,000 patients annually.

This is a Permanent Civil Service career opportunity for a Principal Project Management Business Analyst.

Role description

Under general direction of the Program Management Office (PMO) Director, the principal Business Analyst manages multiple functions.  Duties include a wide range of analysis and coordination activities to lead and support the portfolio of projects across the Department of Public Health. In addition, the position may manage IT projects that could include coordinating facilities, IT infrastructure, software development, and/or vendor management. The principal business analyst will provide leadership and direction to other project team members and may provide supervision to a team of IS Analysts.

Duties Include

  • Manage the intake process for new project requests, working with stakeholders from the Health Network, Population Health, Finance, Vendor Management, Contracts and Compliance, IT and other organizations across the Department of Public Health and the City
  • Manage the project portfolio reporting processes including reporting for Senior Management, as well as status and risk reporting by the Project Managers and Business Analysts
  • In coordination with the PMO Director, manage the governance processes for the Project Portfolio
  • Provide analysis and support for the various tools used by the PMO, including Project Web App, PowerBI, SharePoint, ServiceNow and others
  • Provide training to the Project Management and Business Analysts on existing or new processes
  • Provide analysis to improve existing processes, procedures, or tools
  • Manage medium-sized projects in healthcare settings. Work with diverse stakeholders to plan and implement projects using standard PMO methodology
  • Supervise, assign, review and/or participate in the work of subordinates in assigned unit
  • Work effectively with all stakeholders across the City of San Francisco and outside agencies
  • Act as the liaison among vendors, business owners and technical support staff to resolve complex systems or network problems. Assist in the coordination and implementation of corrective measures.
  • Support the PMO Director in other activities as needed

How to qualify

  • Education: An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semesters or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
    AND
  • Experience: Five (5) years of experience in the information systems field, including system analysis, business process design, development, and implementation of business application solutions or IT project management.
    • One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment. 

Education Substitution: Additional experience as described above may substitute for the required degree on a year-for-year basis (up to a maximum of two (2) years).

  • One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.

Desirable Qualifications

  • PMP, Lean, Scrum, ITIL certification
  • Experience delivering IT projects using project management methods and tools
  • Experience managing a project portfolio
  • Experience managing Governance groups
  • Knowledge of data analytics and reporting
  • Experience implementing complex logic or rules in vendor software
  • Understanding of data governance, data quality, and data security
  • Excellent oral and written communications abilities including the ability to present clearly to executive level leadership
  • Knowledge and experience in working with all products in the Microsoft Suite – Excel, Word, PowerPoint, Visio, Teams, SharePoint
  • Experience with working with vendors and contracts
  • Excellent interpersonal skills including the ability to build consensus and bring resolution to contentious issues and entrenched interests
