Role description
Under general supervision, a Community Police Services Aide Supervisor serves as the first line supervisor of Class 9209 Community Police Services Aide and performs a variety of duties for the San Francisco Police Department; including the supervision of staff who control access to secured areas, direct traffic, report safety and traffic hazards, enforce parking and security regulation ordinances and laws. Incumbents are required to wear a uniform but are unarmed. Incumbents perform other job related duties as assigned.
The Community Police Services Aide Supervisor is a paraprofessional civilian supervisory position which does not require the training and status of a Peace Officer in the Police Department. This a working supervisory classification and is distinguished from the 9209 Community Services Police Aide classification by its focus on coaching, reviewing, correcting and supervising the work of subordinate staff and recommending disciplinary action when appropriate.
Example of Important and Essential Duries:
- Plan, direct, coordinate and may participate in the work of Community Police Services Aides engaged in controlling public access to secured areas and the enforcement of parking and security regulations.
- Oversee the training of new Community Police Services Aide staff in the proper use of communication and computer equipment and proper way to perform their important and essential duties.
- Plan and schedule Community Police Services Aides work assignments; oversee the maintenance of attendance records for employees on assigned shift; maintain records of activities such as subordinate time and attendance, use and condition of PIC radios, etc.
- Evaluate the performance of Community Police Services Aide and recommend disciplinary action when appropriate.
- Review subordinate documents, forms and reports for accuracy, consistency, and completeness; direct corrections or request supplemental materials when appropriate.
- Investigate and resolve escalated and difficult Community Police Service Aide related matters when dealing with the general public and agency staff; resolve related work and operational problems.
- Assist in towing unauthorized vehicles to maintain safety and security.
- Administer first aid and/or CPR to individuals until medical aid arrives.
- Interact with the public requesting information; identify the services being requested by listening, asking relevant questions, evaluating information obtained and determine the type of service available to handle the service requested; conduct preliminary investigation of citizen complaints; document findings and recommendations.
- Prepare written documents such as memorandum, correspondence and reports.
- Supervise specific geographic areas or teams of Community Police Services Aides, under the direction of a police lieutenant.
- Perform other job related duties as assigned.
Work Schedule: Appointees to this classification must be willing to work days, nights, weekends, holidays, and/or rotating shifts as needed. This job also requires mandatory overtime.
How to qualify
- Education: High School Diploma accredited in the United States or proof of successful completion of an equivalency test (GED or California High School Proficiency Examination). AND
- Experience: Two (2) years of verifiable full-time paid experience controlling secured areas and reporting safety and traffic hazards when enforcing parking regulations, ordinances and laws equivalent to class 9209.
OR
Two (2) years of verifiable full-time paid experience supervising employees engaged in duties similar to class 9209.
LICENSE AND CERTIFICATION
- Requires a valid California Class C driver's license issued by the California Department of Motor Vehicles.
- Position may be required to obtain and maintain CPR and First Aid certification.
Selection Procedures:
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Basic Supervisory Written Examination (Weight 45%)
Candidates will be administered a written multiple-choice examination that includes test items that relate to various supervisory practice and procedures (e.g., directing subordinates, delegating tasks to subordinates, providing customer service, demonstrating appropriate supervisory/leadership behavior, addressing and/or evaluating subordinate issues, behavior and performance, etc.) as well as reading comprehension items.
Written Performance Examination (Weight 55%)
Candidates who pass the written exam will be invited to participate in the written performance examination designed to measure their relative knowledge, skills and abilities in job related areas, The written performance examination may include, but not limited to:
- Knowledge of the preparation of reports and other law enforcement activities not requiring the status of a Peace Officer
- Ability to take a leadership role
- Ability to deal courteously, effectively and tactfully with the general public and others
- Ability to give instructions to staff and control secure areas and report safety and traffic hazards when enforcing parking regulations, ordinances and laws (equivalent to Community Police Services Aide)
- Ability to show attention to detail
- Ability to use proper English grammar, spelling, punctuation and sentence structure
- Ability to prepare documents in a clear, concise, accurate and understandable manner
After the eligible list has been adopted, and as vacancies arise, the Police Department will contact candidates to obtain additional information to select the most suitable candidates from the eligible list. Additional selection procedures include: Personal History Questionnaire evaluation, Background Investigation, Polygraph Exam, Psychological Exam, and Medical Exam.
Personal History Questionnaire (PHQ) will be evaluated to identify candidates most likely to pass the background investigation.
Background Investigation
Prior to employment with the San Francisco Police Department, a background investigation will be conducted to establish suitability for employment. The investigation may include, but not be limited to, criminal history records, drug/alcohol screening, and other related employment and personal history records. Reasons for rejection may include use of controlled substance, felony convictions, repeated or serious violations of the law, inability to work with co-workers, inability to accept supervision or other relevant factors. The background investigation will also meet Federal Aviation Administration (FAA) requirements.
Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an Exam must possess and maintain the qualifications required by law and by the exam announcement for the exam. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
A Polygraph Exam will be used to verify the veracity and accuracy of information submitted by candidates regarding, but not necessarily limited to, subjects within the background investigation.
The Psychological Exam consists of written tests and a clinical interview to determine the candidate's suitability for public safety work.
The Medical Exam is currently provided by Occupational Health Services at San Francisco General Hospital. Each candidate will be individually evaluated and any current or past medical condition that is likely to compromise the candidate’s ability to perform the essential functions of the position may be cause for rejection. The medical exam may include taking blood and urine samples. Candidates will be notified of the date, time, and place to report for the exam.

What else should I know?
Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service exam process will be created, and used for certification purposes only. An exam score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service exam process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this Exam process will be of 12 months and may be extended up to 12 months with the approval of the Human Resources Director.
Certification Rule
The certification rule for the eligible list resulting from this Exam will be “Rule of 10 Scores.”
General Waiver:
Candidates will be placed under General Waiver until they successfully complete the background check. Candidates will be considered in accordance with the Certification Rule upon successfully completing the background check.
