Role description

Project Name: HHWP Right of Way and Maintenance Improvements 

Position Description:

Under general direction, the Maintenance Improvement Manager position oversees a staff of technical and craft personnel engaged in maintenance, repair and/or construction of roads, right-of–ways, watersheds, water conveyance systems and power generation and transmission systems; develops and oversee implementation of policies and procedures relating to maintenance and construction, vegetation management and/or operations; Ensures regulatory compliance under WECC/NERC for system maintenance; oversees staff which develop and maintain programmatic documents for maintenance; oversees the development of annual work plans including;  assists with budget development, spending control and carrying out the policies, goals and objectives of the organization and performs related duties as required; develops, implements and enforces policies and procedures relating to maintenance, planning and operations; oversees a variety of craft workers engaged in maintenance, repair and operational tasks.

Essential Duties and Responsibilities:

1. Manages programs, operational activities, or projects of assigned section or program area; supervises, trains and evaluates the activities of personnel and/or coordinates and monitors the work of consultants and contractors working for the department; works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.

2. Monitors the work of and coaches subordinates to improve performance.

3. Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.

4. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.

5. Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records.  Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.

6. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.

7. Assists in developing and implementing operational policies to ensure the efficient operation of section or program.

8. Oversees maintenance and repair of water conveyance systems, power generation, power transmission and distribution systems, facilities and support structures within the Hetch Hetchy project.

9. Ensure Western Energy Coordinating Counsel (WECC) regulatory requirements are met, including timely reporting.

10. Develops and maintains programmatic documents for maintenance.

11. Works closely with other departments using best management practices to employ prudent spending controls and maximize efficient use of labor and materials.

12. Participates in the development and implementation of goals, objectives, policies and priorities for assigned programs; performs related duties as required.

Reporting Location:

Moccasin is located 140 miles east of the San Francisco Bay Area and requires a 5-hour round trip commute by car in fair weather.

How to qualify

Education:

  • Possession of a Bachelor's degree from an accredited college or university; AND

Experience:

  • Five years of verifiable professional experience in the maintenance, repair or rehabilitation of facilities at a utility, or vegetation management or land use management.

Substitution:

Additional experience as described above may be substituted for the required degree on a year-for-year basis.

Desirable Qualification:

The stated desirable qualification may be used to identify job finalists at the end of the selection process when candidates are referred for hiring, 

  • 2 years’ experience supervising others in this field.
