Role description

Under the direction of the County Adult Assistance Program (CAAP) the Administrative Section Manager, this position’s major focus is to plan, monitor, evaluate and supervise the administrative functions in the CAAP program.  This position includes decision making, planning, coordinating and monitoring the operation and activities of multiple units including those in outstation locations to provide services to CAAP clients.  The incumbent will work with staff at the highest levels of the organization. They must have well developed skills in critical thinking, must possess excellent communication and negotiation skills, must be able to build relationships with internal and external stakeholders and must be able to lead and coordinate people who work across multiple disciplines within and outside unit-boundaries.

ESSENTIAL DUTIES AND FUNCTIONS

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job class and are not intended to be an inclusive list; may include additional duties as assigned.

  1. Assists in developing and implementing operational policies to ensure the efficient operation of section or program.
  2. Manages programs, operational activities, or projects of assigned section or program area.
  3. Evaluates procedures, identifies and analyzes problems and issues and may implement and document new procedures of the assigned section/program.
  4. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major departmental priorities.
  5. Participates in budget development by providing detailed justification and persuasive arguments for proposals or initiatives.
  6. Coordinates budget preparation, monitors expenditures and financial reporting for assigned section; prepares reports, memoranda, and correspondence; and maintains statistical records. Implements and closely monitors budget expenditures; provides executive management with an early warning and practical options to potential cost overruns.
  7. Partners with families, communities, and service providers to build a supportive team that addresses the safety, health, and well-being needs of the client.
  8. Maintains case information on applicable computerized case management system(s).
  9. Monitors the work of and coaches subordinates to improve performance by supervising, training and evaluating the activities of personnel.
  10. Coordinates and monitors the work of consultants and contractors working for the department.
  11. Works with other managers and staff to evaluate and implement goals, responsibilities, policies and procedures of the division.
  12. Stays abreast of latest polices, initiatives, and best practices by attending trainings, reading literature reviews, accessing various resources and participating in work groups and site teams to contribute to the development of policies.

How to qualify

  1. Education: Possession of a Bachelor’s degree from an accredited college or university; 

AND

  1. Experience:  Four (4) years of full-time, professional-level experience in a social services agency supporting a variety of programs that administer welfare benefits to families, adults, and children.

Substitution for Education: Applicants may substitute up to two (2) years of the educational requirement (MQ# 1) with additional qualifying experience as describe in MQ# 2 on a year to year basis. One year (2000 hours) of additional qualifying experience will be considered equivalent to 30 semester units/45 quarter units.

Selection Procedures:

Supplemental Questionnaire Examination (Weight: 100%):

Candidates who meet the Minimum Qualifications will be invited to complete the Supplemental Questionnaire Examination; this exam is designed to measure knowledge, skills and/or abilities in job-related areas which may include but not be limited to: Knowledge of the County Adult Assistance Programs (CAAP), Management Skills, Human Relations Skills, Time Management, Critical Thinking, and other related skills.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process.

The above test components are considered standardized and, therefore, test questions and answers are not available for public inspection or review.

 

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.

What else should I know?

 

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created, and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of 6 months, and may be extended with the approval of the Human Resources Director.
