Role description

The Directives Implementation Manager will be responsible for leading the overall implementation of policy directives from the SFPUC Commission, with a focus on those passed beginning in 2020. This charge includes contract management, including oversight of existing consultants as well as the development of Request for Proposals (RFPs) for future consultants, budget management, and assessment of data systems. Implementation of Commission directives from 2020, including the SFPUC’s Racial Justice Resolution, will require identifying and working with key stakeholders towards priorities such as: the development of policies and procedures to support equity; the development of a racial and social equity lens in budgeting, contracting and planning processes; the development of a trauma-informed systems approach; the planning of strategies for community engagement; support for an environmental justice assessment of land use inventory; and the evaluation of the distribution of SFPUC assets.  The Directives Implementation Manager will assess, plan and execute the overall implementation strategy for SFPUC Commission directives and related policy and internal systems development as needed, in collaboration with key stakeholders in External Affairs and across the SFPUC. The Directives Implementation Manager will supervise the Directives Implementation Analyst; this team may grow pending further direction from the SFPUC Commission.

Essential Functions:

  • Supervise and manage the analyst in an initial assessment of items identified in Commission directives, and support the analyst in monitoring, tracking, and updating items to ensure successful implementation of goals and plans
  • Plan, direct and oversee the implementation plan for SFPUC Commission directives, and monitor the success of identified deliverables
  • Manage all existing and new contracts and contractors to ensure seamless and successful contracting strategies, the development of RFPs, the development and management of task orders, budget development, management and invoicing
  • Convene and coordinate key internal and external stakeholders to improve and strengthen employee and community engagement
  • Develop and deliver trauma-informed and resilient/healing organizational strategies, as directed by the Commission (informed by the Department of Public Health’s trauma-informed practices model)
  • Create metrics and performance indicators to assess the conditions, impact, and outcomes generated by program or policy changes, as well as performance measurements to evaluate effectiveness.
  • Assess and advance internal resources and operational systems needed to effectuate Commission directives, including but not limited to financial systems and data systems
  • Establish and maintain effective and collaborative working relationships with key cross-functional teams, consultants, and other stakeholders
  • Support a culture of continuous experimentation and improvement in service of and accountable to our customers and communities
  • Perform other related duties as required

Working Relationships:

The Commission Directives Manager will work under the Assistant General Manager of External Affairs (EA) and in cross-functional collaboration with several of EA's divisions, including Communications, Community Benefits, Strategy, Planning and Innovation, and Policy and Government Affairs.

Minimum Qualifications

  • Education: Possession of a bachelor’s degree from an accredited college or university AND
  • Experience: Five (5) years of professional experience leading and implementing public policy, contract or budget management, and/or program development, of which three (3) years must include experience supervising professionals.
  • Education Substitution: May substitute up to 2 years of education with additional years of relevant experience.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

  • Ability to establish and maintain effective working relationships with cross-functional teams, consultants, and stakeholders.
  • Highly collaborative, inquisitive, creative, and analytically minded self-starter that can work independently and with a team.
  • Ability to gather, analyze and communicate relevant information efficiently and effectively.
  • Ability to organize, prioritize and manage complex projects within a large organization with competing priorities.
  • Bachelor’s degree in Business, Finance, Public policy, Public administration, Political science or Economics

Selection Procedures:

After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:

Minimum Qualification Supplemental Questionnaire (MQSQ): Candidates will be required to complete a MQSQ as part of the employment application. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the Minimum Qualifications (MQ) for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications.”

Supplemental Questionnaire Examination (Weight: 100%): Candidates who meet minimum qualifications will be invited via a separate link to complete the Supplemental Questionnaire Examination. The purpose of the Supplemental Questionnaire Examination is to evaluate the experience, knowledge, skills and abilities that candidates possess in job-related areas, which have been identified as critical for this position and include, but are not limited to:

  • Knowledge of principles and techniques of governmental organization and management
  • Knowledge or principles and techniques of economic and policy analysis
  • Ability to develop, implement and manage programmatic and administrative strategies and projects on a variety of complex issues to accomplish goals
  • Ability to supervise, coordinate and direct work of subordinates and consultants
  • Strong oral and written communication skills with the ability to work effectively with other SFPUC divisions, other City departments and external stakeholders.

A passing score must be achieved on the Supplemental Questionnaire Examination in order to continue in the selection process and be placed on the eligible list.  Candidates will be placed on the eligible list in rank order according to their final score. Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Eligible List/Score Report: A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores, and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  

The duration of the eligible list resulting from this examination process will be of 12 months and may be extended with the approval of the Human Resources Director.
