Salary Range: $113,386-$137,800 Yearly
The 1823 Senior Budget & Planning Analyst conducts complex analysis to support the budget administration, policy development, and performance of the City Administrator Office's 25 programs, including the Moscone Convention Center, Treasure Island Development Authority, 311 Customer Service Center, Fleet Management, Grants for the Arts, Digital Services, Office of Resilience & Capital Planning, Office of Cannabis, Office of the Chief Medical Examiner, Animal Care & Control, Office of Civic Engagement & Immigrant Affairs, and others. The incumbent will work as part of a team to support program operations through financial and economic analysis, data analysis, dashboarding, research, strategic planning, legislative analysis, contract administration, program evaluation, and special projects.
Role description
Essential Duties and Responsibilities
- Develop program budgets, monitor and control expenditures, initiate accounting journal entries, administer contracts, conduct audits, and create reporting processes and systems to routinely inform financial and programmatic stakeholders.
- Evaluate program processes in order to develop recommendations and implementation plans promoting high quality, efficient services.
- Develop and analyze complex models and databases to provide summary data, dashboards, reports, and projections on cost and outcome trends.
- Conduct qualitative analyses, including literature reviews, survey design and administration, and facilitating focus groups and key informant interviews.
- Develop, monitor, and report performance measures.
- Analyze and interpret existing, newly enacted, and proposed local, state, and federal legislation and regulations for financial and programmatic impacts.
- Communicate findings from research and analysis through concise reports and effective multi-media presentations to diverse audiences.
- Write competitive grant proposals.
- Work on special projects or other duties as assigned.
How to qualify
MINIMUM QUALIFICATIONS
- Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
DESIRABLE QUALIFICATIONS
- Exceptional critical thinking, investigative, project management, and communication skills
- Analytical and programming skills using Excel, PowerBI, ArcGIS, and statistical software packages such as Stata or R.
- In particular, data management and visualization skills in PowerBI and experience with the entire Extract-Transform-Load cycle
- Knowledge of research methods and program evaluation
- Automation and process improvement skills, particularly in Microsoft PowerApps.
- Experience using the city’s financial systems, Oracle PeopleSoft
- Knowledge of accounting methods and standards (GASB, GAAP)
One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine fulltime employment.
